Raising the Dead for Parliamentary Elections

According to Article 9 of the Georgian Election Code, the deadline for making changes into the election lists has already expired. May 9th was the last day where changes could have been made to the election lists based on recent court decisions. However, according to the request of opposition parties, the CEC prolonged the period for changes until May 13. Now the final and complete version of the lists will be ready for May 15. According to the most recent data, 3,461, 851 citizens are registered as voters on the election lists. However, in spite of good intentions and many comments of observation organizations, dead people are included on the lists.

Teachers Barred from Meeting Opposition Candidates

Teachers of the public schools are banned from meeting with single mandate candidates from among the camp of opposition candidates. School directors have made such statements to the teachers under the name of Educational Resource Centers and from district organizations representing the National Movement last week. Moreover, teachers have been warned from attending any meetings with single mandate candidates. They have been told that they are only allowed to meet those representing the ruling party.
Batumi before Elections

Candidates from opposition parties encounter problems in organizing public meetings. Batumi has not been plastered with election posters yet. Only Teimuraz Charkviani, a single mandate candidate from the National Movement, has his posters in town. The advertisements of cigarettes were replaced with his posters on various billboards.

Overcoming “innovative” vote rigging? The pre-election campaign, as it was already predicted, is heating up and getting tenser. The opposition actively complains about less than a level playing field and attempts to rig up-coming parliamentary elections. The Central Election Commission (CEC) has introduced amendments to the Election Code in response to many complaints. However, the changes have only impacted the opposition in some ways. This begs the question as what will be final impact of the recently adopted amendments. Will there be any difference between the parliamentary elections and other rigged elections? Will election be fraud and what frauds can be expected?

Head of the Election HQ of the United Opposition Detained in Tsalenjikha

On May 4 2008 officers from the Tsalenjikha District Police Department detained Davit Belkania, the head of the local Election HQ of the United Opposition in front of his house. Later, he was taken to Zugdidi for drug test. Since the test showed Belkania was not under influence, he was then released. It has been third instance of the oppositionist’s detention in the last five days. Davit Belkania connects his persecution to his political activities.

Sabir Mekhtiev, an observer from the General-Civil Movement “Multinational Georgia”, who was an active observer during the Presidential Elections in 2008, was arrested. It appears that he was not willing to accept the deal of Aflatun Valiev, representative of the Sadakhlo Administrative-Territorial Unit Board.

On April 22 Mikheil Machavariani, vice-speaker of the Georgian Parliament, introduced Roland Fifia, a Russia-based Georgian businessman, to the voters of the Tsalenjikha District as the Majoritarian candidate standing from the National Movement. Gia Mebonia, former District Governor who was first promoted as the majoritarian candidate two weeks ago, and then Gia Kharchilava, and the chairperson of the Municipality Board consider this fact as just some kind of misunderstanding. They are both competing with each other to demonstrate just how faithful they are to the Georgian President. Tsalenjikh’s voters connect the on-going situation with inner-governmental and inner-party backbiting.

Bribing of voters is prohibited by both the Election Code and the Criminal Code. However, candidates for Majoritarian MP, mostly from United National Movement (the leading party) are freely giving out presents to voters. Similar acts have been revealed by local and central TV companies almost everyday; however no criminal case has been launched yet.

Gurjaani Election Precinct # 12 registered Giorgi Ghviniashvili from the United National Movement as a candidate for MP through the majoritarian (single mandate) system and as a result, the Georgian election law has been breached. The Georgian Code of Elections and it requirements that certain demands must be considered by the Central Election Commission, which Ghviniahsivli has not provided proof of resignation to the Precinct Election Commission and the supporting document that he does not work as the Tbilisi Prosecutor.

Locals are predicting that pre-election campaign among the candidates of majority membership of the parliament will be too tough. The opposing sides of the National Movement and United Opposition was added with yet a third side, Jumber Patiashvili who also will be participating in the balloting. The Patiashvili’s factor has turned everything upside down in Gori. The local authority has panicked. The election HQ of the leading party works very hard and puts in overtime in trying to land on its feet.
