Constitutional Court has started hearing Besik Adamia’s complaint regarding election vouching issue
On February 26, Georgian Constitutional Court heard the complaint of Citizen Besik Adamia. Plaintiff  protests the amendments that were introduced to the Election Code by the Georgian Parliament, and according to them only the independent deputy presented by the initiative group, will have to pay as a election sponsor 5 000 GEL on the account of Central Election Commission (CEC). Denoted amendments were introduced to the Election Code in the end of 2011.

Court Provides Official Clarification to Gigi Ugulava’s and Davit Kezerashvili’s Case
Judging the motion against Tbilisi City Mayor Gigi Ugulava the prosecution failed to provide formal grounds for applying measures of restraint, reads the statement released by Tbilisi City Court upon the completion of the February 25 hearing of Gigi Ugulava’s and Davit Kezerashvili’s case.

On February 23 the investigative service of the Ministry of Finance released former Imedi TV co-owner Joseph Kay’s testimony given in regard to illegal alienation of TV company Imedi. According to the investigative service the prosecution interrogated Joseph Kay on February 15, 2013 over the TV company.

“I am doing this program for my spiritual world,” said Maka Ivanishvili, advisor to the chair of Adjara government clarifying the goal of her author program. Criminal Cases Launched Against Tengiz Gunava Have Been Merged
On   February 22, by the decision of  the Tbilisi City Court judge Khatuna Kharchilava, two criminal cases launched against a former  head of General Inspection of Ministry of Internal Affairs of Georgia, Tengiz Gunava have been merged as one case.

Lado Vardzelashvili detained
Lado Vardzelashvili, former Minister of Sport and Youth Affairs, was detained with regard to the incident that took place on Nutsubidze Street 26 yesterday. Lawyer Gogita Gabaidze informed journalists about it having left the Tbilisi main police department.

Preliminary hearing was held on the case of Bacho Akhalaia, Giorgi Kalandadze, Zurab Shamatava and five more accused at the Tbilisi City Court. The imposed charge was clarified to the accused and admissibility of the evidence was discussed at the session.

Human Rights Center Addresses to the Parliament of Georgia to Grant Status to Political Prisoners
“FIDH concludes as a result of analysis of the aforementioned cases that there are political prisoners in Georgia…” FIDH made this conclusion after having analyzed cases of eight former prisoners though these people have not yet received status of political prisoner. Soon, Human Rights Center intends to petition to the Parliament of Georgia on granting the status to former political prisoners.

Municipal Board Members Spend Funds Allocated from the Budget
In accordance to the law, members of municipal boards do not get salaries. Only chairman, deputy chairman and chairmen of the board fractions receive salaries. Despite that, the municipal board passed resolution based on which 500 lari is transferred to each board member every month.

Protest of Metallurgists from Rustavi
Last week, Rustavi based metallurgist factory JSC Georgian Steel was urgent topic for Georgian media. About 200 metallurgists gathered in front of the administrative building of the factory and requested improvement of labor conditions. Their first request was timely distribution of salaries and cancel shifting to eight-hour working regime. Metallurgists also requested new labor contracts with the employer which will clearly prescribe date and form of reimbursement of their holidays.

Irrigation Systems In Shida Kartli Might Be Repaired This Year
Alongside with other Georgian villages bordering with Tskhinvali district, villages in Kaspi district located near Akhalgori district also turned up in the conflict zone after the war in August of 2008. Locals always had social problems but after the war lack of irrigation water and road became top problems for them. Lately, Government of Georgia started to take sharp steps to resolve this problem and locals hope their villages will be supplied with drinking and irrigation water this year.

Environment Is Still Not Adapted for Disabled People
Tbilisi Appeal Court did not satisfy the lawsuit of disabled Koba Nadiradze. He requested adaptation of premises of public institutions and transports for disabled people. Human Rights House and Article 42 of the Constitution protected the rights of Nadiradze. The organizations held press-conference with regard to this issue.

Residents of Upper Tserovani Village Request Registration of Plots
Families living in the upper part of Tserovani village in Mtskheta district have had registration problem of their plots for a long time already. Locals say the plots, which were assigned to them during communist regime, are still state property. They have been trying to register land but in vain. Since 2009 the land has been registered as state pasture though they claim the land have been their properties during centuries.

100 Day of Self-Government in Gori
After the parliamentary elections of October 1, 2012 governors of Gori, Kaspi, Kareli and Khashuri districts resigned. Before resignation, Kareli district former governor Ilia Burjanadze said financial police officers started inspection of his office. In all other cases, the district governors said reason of their resignation was new political reality and cohabitation.

In 2012, only 4 out of 70 directors of Marneuli district public schools managed to overcome the barrier of director’s exam. Directors of non-Georgian public schools in Kvemo Kartli complain about the exams in private talks.

Tbilisi City Court has authorized law enforcement agencies to apply coercive measures to bring Tbilisi mayor Gigi Ugulava to the police station for questioning as a witness in connection to scuffles that broke out outside the National Library on February 8.

On February 11, 2013, Georgian Young Lawyers’ Association held presentation of the report of monitoring pre-election environment, the Election Day and the post-election period. The report covers the results of monitoring from August 1 through October 20, 2012 (GYLA started monitoring of pre-election processes much earlier, on January 1, 2012, and evaluated the pre-election environment in two interim reports).
