The Special School for Cerebral Palsy is Suffering due to a Lack of Water

The Gurjaani Boarding School for Children with Cerebral Palsy is the only state establishment of its kind in Georgia. There are nearly 100 students in the school. The boarding school has not been supplied with water for seventh months already. The situation exacerbates the hard living conditions of the children.
Forgotten Deported People

Nato Shavshishvili, who was deported from Russia last year during the “Big Deportation”, is now living together with her family in Varketili distict of Tbilisi. She was paralyzed and found herself living in very difficult conditions when she returned to Georgia through Armenia. It was very difficult for her to start her life from the beginning. She became a private entrepreneur and opened a small shop, but this ended up causing her even more problems than benefits. Many other Georgians who were deported as a result of the Georgian Russian Spy Scandal in November of 2006 are also now living in difficult situations.

“We were stuck in Istanbul for 24 days. I worked at one place for two or three days without pay. We were nearly ten people in total and we had only one meal a day. The meal was one loaf of bread divided among ten people. The boss would disappear throughout the day. Our passports were taken from us. Nino Gelashvili and one more woman named Lela threatened to tear up our passports if we decided to leave. Finally I called my family in Gori and asked them to send me money to arrive back. Otherwise they would have never seen me again.” These are the words of a distressed twenty-eight-year-old woman named Tamar Dzabakhidze. She is a resident of Gori who became a victim of human trafficking after being seduced by her neighbor and friend Nino Gelashvili.
The Head of Police Department is Accused for Beating a Georgian Citizen

Gela Kutibashvili blames Otar Dighmelashvili, the Sighnaghi District Police department for physical assault. As a result of the incident Kutibashvili sustained a variety of injuries to body, including eight broken teeth, a cut lip and a broken lower jaw. Despite the injuries, law enforcers detained Gela Kutibashvili for resisting arrest. The Sighnaghi District Court has already sentenced him to seven-day term in jail. In the evening of March 6 the lawyer was kicked out of the hospital where she met the injured person under the direct order of Ioseb Gulashvili, Sighnaghi District Prosecutor.

Shida Kartli Regional Governor, Vladimer Vardzleashvili, is happy with Japanese grants, and has been for a long time already. However, he has not decided how to spend the money yet. A month ago the governor met local NGOs. The media sources were not allowed to attend the meeting. Nonetheless, the Human Rights Center was able to get access to the news.

Imereti Regional Branch of the non-custodial and Probation National Service Department is located in Railway Square # 3 in Kutaisi. There are few people working in the office and the same thing can be notice in other cities. Most don’t know what the Probation Service Department does, not even what it is suppose to do. For all practical purposes it is something that looks good in theory but has not been put into practice.
A Five- year-sentence for Finding Scrap-iron on a Dump

Tamaz Nadirashvili, 38 an invalid of the first category was sentenced by Gurjaani Court to five years in prison for searching for scrap-iron at a dump. Even when what would have appeared to have been an outrageous verdict, the decision of the Gurjaani District Court was not changed by the Tbilisi Court on appeal. Now a disabled prisoner from the Tbilisi Penitentiary Establishment # 5 is urging the Georgian President to pardon him. The convicted person has two children-fifteen-year-old daughters and six-year-old boy. Both of them suffer from an acute form of epilepsy. They and their mother are doing all what they can to get justice for the head of the family.

Almost one year has already passed since Guram Sharadze, famous Georgian Scientist, was brutally murdered in Tbilisi. The case has been investigated and the responsible person caught and sentenced. However, is the right person spending hard time or has someone been set up to take a fall for a crime he did not commit. The convicted murder is not considered as being guilty by the family of Guram Sharadze. They consider that an innocent person is behind bars. Rusudan Sharadze, the daughter of Guram Sharadze, cannot believe that her father was murdered by Giorgi Barateli. This begs many questions: What has Rusudan Sharadze found out since the death of her father? What do scores and scores of witnesses and video-recorded footage reveal about the murder? The Human Rights Center has interviewed Rusudan Sharadze.
Abkhazian De-facto Government Supposes to Release Malkhaz Basilaia and Davit Tsotsoria

Officials from the Abkhazian De-facto Government claim that Davit Tsotsoria was also an employee of the Georgian TV Company “Mze” along with Malkhaz Basilaia, the journalist working for the TV Company. Sergei Bagapsh, the president of the self-proclaimed Abkhazian Republic spoke about the possible release of both detainees after Abkhaz journalists officially appealed to him with the request during a special meeting in Sokhumi. If Malkhaz Basilaia and Tsotsoria are not found guilty for anything other than illegal crossing of the border, like spying, then they will be set free in the nearest future.

Human Rights Center requests to start investigation against the patrol policemen of the Kakheti Department of the Ministry of Internal Affairs who physically assaulted a citizen. The centre has already appealed to the Kakheti Regional Prosecutor’s office regarding the incident.

Teacher vs. Corrupt Director

Nanuli Gakhokidze, a resident of Khoni district in Imereti Region, Western Georgia, worked at the Khoni Branch of the Tbilisi Comprehensive Art School since January 1 2000 as a nurse. During the first 3 years of her employment she received a meager salary of 15 GEL and afterwards she received 25 GEL a month. Nanuli Gakhokidze doubted about the amount of her official salary since she signed the salary acceptance report on 53 GEL in October of 2005. However, the director of the school still paid only 25 GEL as a standard practice. The dispute found its way to court.

International Center on Conflict and Negotiation (ICCN) conducted a survey that revealed that the vast majority of the Tbilisi population supports the political opposition. According to the conclusion of the report, this tendency reinforces overall discontent and the negative attitude of Georgians towards the current government. The surveyors conclude that people will be especially active during the parliamentary elections in spring of 2008 and their discontent will be demonstrated in the ballot box.
Victim of Revenge Was Imprisoned for Twelve Years

Innocent person was imposed on twelve-year-imprisonment. The reason for his sentence was his friend’s suit. Although the “victim” wants to withdraw the suit the prosecutor’s office does not let him to. The relatives of the detainees claim that the prosecutor’s office has some interests in the case.

Prosecutor’s Office Persecuted Chechen Refugee without “Good Reason”

Chechen Refugees living in Pankisi Valley and local Kist population are up in arms in protesting the arbitrary detention of Gia Khangoshvil, a twenty-one-year-old Chechen refugee. Police officers of the Akhmeta Department arrested Khangoshvili in September of 2007. The prosecutor’s office officially blames the detainee for having robbed two Dutch journalists who had arrived in Pankisi Valley to make a film. The Prosecutor’s Office is now demanding an eight-year sentence for Khangoshvili. The accused has not pleaded guilty of having committed the alleged crime and his attorney is now demand that his client be immediately released for a lack of evidence.

Samtskhe-Javakheti Regional TV Company “Lomsia” was another on the list of TV companies that were closed down in fallout of the Rose Revolution. Four years ago the regional population’s assessment to the fact was the following: “They have cut off the opportunity to have a diversity of opinions … the closing down of the “Lomsia” is sheer impudence.” “They have switched off our beacon of information and truth.”

According to the Georgian State Statistics Department the minimal income for a Georgian citizen is 194.5 GEL per month. Most citizens, however, have much less income than the official estimate. It is understandable under the current political realities when buttressed with extreme social conditions why it is now paramount for the central government to present offered the well-known poverty reduction project entitled “Georgia without Poverty.”
