Over 20 facts of robbery in museum occurred during last several years in Kakheti region. District police departments have launched criminal investigation on all of them; however, no incidents have been resolved yet.

A Kindergarten instead of Disevi
Suliko Begheluri, IDP from the  village of Disevi now shelters in Gori Kindergarten # 10 together with his wife. Venera Laghoshvili, the wife of Suliko Begheluri says that the government did not assign a cottage to them because they are only two in the family. They have not received a  compensation of 10 000 GEL from the government yet as well.

Seven Years in Prison for Drinking Vodka
Gurjaani district court is judging 28-year-old Amiran Tsertsvadze. Criminal case materials and testimonies of the witnesses interrogated at the trial, expose that very drunken Tsertsvadze swayed into the booth of other person located next to his father’s house and drank vodka. Although the prosecutor blames the accused person for the attempt of thievery because he illegally entered the strange house. Consequently, Tsertsvadze is charged under the criminal code and prosecutor demands 7-year of imprisonment for him.

People Are Demanded to Return to Knolevi Village
Residents of Knolevi village in Kareli district, who shelter in the building of Rustavi Vocational College # 17, are demanded to return to their village; whilst people are afraid to go there. Knolevi borders with Znauri district that is controlled by occupants. Checkpoint of occupants is opened at the one side of the village and Ossetian militants are deployed on the other side.

Local Budgets Do Not Meet Real Needs of Population
According to the Law of Georgia on “Single Budget of Local Self-Governance”, draft budget shall be published at least one month before the municipality board starts discussion on it. In this case, citizens shall be able to participate in decision-making process. Local government does not implement this responsibility imposed by the law. Consequently, the residents of the region do not have information about the local budget, what projects shall be funded from it and how efficiently the budget sums shall be spent. Similar information should be spread by media sources.

Court VS Honor and Dignity of Soldier
On November 6, 2008 Gori district court signed plea-bargain with two soldiers who were accused for deserting the army during war operations in August 2008. According to the bargain, initial charge of the soldiers-deserting-was changed into disobedience. The attorneys of the accused people requested plea-bargain. They considered it was the shortest way to gain freedom for detainees in the expectation of the Presidential mercy. On December 17, 2008, on St. Barbare’s Day, soldiers were really pardoned and released. Everybody should have been pleased with the result but pardoned soldiers, Zurab Khorbaladze and Giorgi Meskhi are sure that impartial court should have estimated their innocence. However, the lawyers could not give them guarantee for similar decision and the accused people had to accept status of a guilty and get freedom at the expense of soldier’s honor and dignity. Whilst, they expected the court to protect their dignity.

Illegal Payments and Population without Water Supply
Two years ago, President Saakashvili “resolved” the problem of water-supply in the village of Tsikhisdziri in Kobuleti district, Adjara Autonomous Republic. The water pump-house was opened with solemn ceremony but today local residents have to pay for it. Local residents collect 5 GEL every month and from that money they pay the wages of the workers on pump-house. However, the pump-house is still property of Ministry of Economic Development of Georgia.

Lonely Old Woman Was Deprived from Allowance
Lonely person, Siranush Aivanian has been registered in the data base of socially excluded families and received allowance until September 2008. She lost the allowance because the rating points on her family were increased. Although the evaluation system was changed two months latter and minimum level of rating points was reduced, Siranush Aivazian does not get her allowance. The administration of the Agency of Social Subsidies in Adjara Autonomous Republic defines that Aivazian will receive the allowance after March 1 2009.

Museum Employees Salary Is Still 40 GEL In Comparison to Increased Salary of District Governor to up to 2 500 GEL
On December 30, 2008 the President of Georgia issued a resolution that allowed increasing salaries to the representatives of municipality councils and district governors. The district authorities had tried to make profit from budget many times. The proof for this allegation can be bonuses issued on district high-ranking officials at least once in two months and sometimes even every month. In parallel to it, district governors refused employees of museums in Kakheti region to increase their salaries (currently they get 40 GEL). The authorities alleged that there were not enough funds in the budget.

According to official statistics 15 mothers and 2 325 infants died during last three years in Georgia. However, the data is not exact and the number of death is much more. Besides that, 1 371 cases of dead-born children were recorded during recent three years. 99% of death-rate among mother comes on developing countries. As for the reasons, they are: family violence, social conditions, education, post-childbirth complications and risky abortions (in basements, in secret cabinets).

Eka Jandieri, a resident of Telavi, blames Nino Vakelishvili, director of Telavi Public School # 5, for labor trafficking. Jandieri claims that she has worked at school for one year without any salary. Besides that, deputy director made her to look after her little grandchild and ordered to do various jobs at school.

Fiasco of Reformed Court
Prosecutor announced court decision before judge

Lia Otarashvili, judge at Gurjaani district court, completely satisfied the solicitation of the prosecutor’s office and 22-year-old Bidzina Sepiashvili, champion of Georgia in boxing and 19-year-old Spartak Saltkhutsishvili, football player, were sentenced to two-month pre-trial detention. Although attorneys requested bail and personal warranty instead of imprisonment of the detainees, representatives of NGOs and journalists were informed by Prosecutor Giorgi Kokiashvili in advance that the court was going to impose two-month imprisonment on young people.

Population Abandons Mountainous and Border Villages
Residents of the village of Erisimedi in Sighnaghi district has been using river water for drinking for six months already. Several families from Ilto Valley, who were damaged by natural disaster, are still homeless. If the river floods, locals cannot get in touch with district center because in 2005 the landslide destroyed the road. Village of Cheremi in Gurjaani district has not been supplied with electricity for 16 years. Because of extremely damaged road population has been separated from the world quite often. Officials promised to resolve their problems several times; but it mostly happened before elections. Large amounts are spent from local or central budget but because of unbearable conditions the population abandons the villages.

Invisible Witnesses and Blind Temida
Georgian Supreme Court passed final verdict on Guram Sharadze’s [former MP] murder. The court did not satisfy the cassation appeal of the attorneys. It happened on November 14 2008. Maia Oshkhareli, chairperson of the court, judges Davit Sulakvelidze and Iuri Tkeshelashvili estimated that assassination of Guram Sharadze “was not important case for the development and establishment of single judiciary practice”. Attorneys of Guram Sharadze’s family are preparing appeal to Strasbourg Court. Before the Supreme Court, district and appeal courts were discussing the murder case.

Railway Station for Policemen and Thieves
Bail of 100 Thousand GEL for Having Bought Stolen Mobile Phone

Giorgi Jikuri, an accused student was allowed out on a 100 000 GEL bail for having purchased a mobile phone that cost just 300 GEL, as imposed by the Tbilisi City Court. The case is rather strange in its essence but not unprecedented. The court has passed similar verdicts in several other cases. In this particular case, student Giorgi Jikuri was imposed with that bail in May of 2007. It happened in Tbilisi, at reformed court. Soon it was found out that police had detained some eight more people with the same charge and each of them had to pay 100 000 GEL.
