„Fair Elections” Exposed Violations During Pre-Election Campaign

December 14, 2007
“International Society for Fair Election and Democracy” published results of the monitoring on pre-election campaign.

Ekaterine Siradze, Executive Director of the Society, stated that the monitoring detected many violations during pre-election campaign and election procedures. Those violations are mainly committed by the representatives of the leading party, “National Movement”.

Siradze stated there are some problems about electors’ lists. The lists were not put up in certain electoral districts within the legally estimated time, more exactly in Dusheti, Kaspi, Akhaltsikhe, Rustavi, Gardabani, Aspindza, Akhalkalaki, Adigeni, Samtredia, Batumi, Kazbegi, Akhalgori, Kareli and in several districts in Tbilisi. There were occasions when violations were exposed during electoral commission meetings when all commission members did not attend the meeting. However, the meeting elected the chairman, deputy chairman and secretary of the election commission.

According to long-term observers of the “Fair Elections” many blatant violations were exposed during pre-election campaign in Tsalka, Akhalgori and Chiatura Electoral Districts. While distributing vouchers, distributors conducted agitation in support of the presidential candidate Saakashvili. In Kobuleti, while giving out wheat flour, voters were seized of their IDs and promised that the documents would be returned after elections.

Siradze stated that there were occasions when in Senaki the head of the “New Rights” election staff was attacked and lists of their supporters were seized. In Ambrolauri the deputy chairman of the election commission was suppressed and demanded to cooperate with the National Movement. If he refused, he was threatened with the closure of his family business.

The observers of the “Fair Elections” stated they had observed how representatives of the leading party ordered directors and teachers of the schools to take their pupils to their meeting; then they recorded which school followed or did not follow their orders.

Today, the executive director of the “Fair Elections” underlined that fraudulent information is spread as if balloting would be open and video cameras installed in voting cabins would show whom electors would vote for.
