Public Defender Considers Drug Politics Inadmissible

April 30, 2008

Sozar Subari, Georgian public defender held a round table discussion with non-governmental organizations about drug politics earlier today.

Public defender considers that government should change its attitude towards drugs users.

He says that the situation of drug use has worsened in the last two years. “The government does not realize the social and health factors of using drugs. It still unable to bring the situation under control as there are few treatment programs in the country. Moreover, social programs are lacking. Instead of giving second chances to drug users to return to society, they are fined because of their illness. Users are being arrested where they continue to use drugs even in more dangerous surroundings”, - said Sozar Subari.

He told that 30 million Gel is paid in budget as a fine relating to drugs last year. The government spent just 250 thousand GEL in dealing with the drug problem.”

As Sozar Subari declared, that the main instrument for government is compulsory drug testing and confiscation of some right from users. “Government should realize the existed legislation, and socially harmful results of legal practice and to work out a strategy that will be based on respecting human rights and social health principles. To preserve and improve health is the human right and not privilege”, - said public defender.
