Telavi Patrol Officers Abuse Citizens

Human Rights Centre demands the General Inspection of the Internal Ministry to punish patrol police officers at the Kakheti regional department of Ministry of Internal Affairs for having abused their authority and having insulted Georgian citizens.

Representatives of the centre claim they personally witnessed how law enforcers were provoking people after what they were arrested and would proceed to physically assault them.

At 11:17 AM patrol police officers of the escort # 60-14 in the car with state number WNV 479 led a young man, accused for some crime, out of the Telavi district court building; the detainee had handcuffs on and in no way resisting the police officers while sitting into the car. Nonetheless, the law enforcers kicked him before he was seated the car and even pushed him inside.

The patrol police officers traveling in the same car stopped a person driving a car near the agricultural market in Telavi at 4:00 PM; they blamed him for breaking the traffic rules. Although the law enforcers should not have demanded the driver to get out of the car, they dragged him out of the car and assaulted him as well. Several minutes later a new escort of police officers arrived on the place to assist them in their activities and proceeded to detain the person.

It was impossible to identify the police officers because they did not have ID badges on though it is demanded by the law. Representatives of the Human Rights Centre requested the police officers to introduce themselves but the law enforcers threatened them with detention in reply.

The Human Rights Centre has informed Aleko Dekanoidze, the head of Kakheti region patrol police department about similar incidents; however, nothing has been changed so far. Neither Telavi District Prosecutor’s Office has taken interested in such documented facts.

It is noteworthy, that short time ago, one of the detainees in Telavi, who was beaten by patrol police officers, injured himself in protest; however, the head of the patrol police department and prosecutor still refused to investigate the incident.
