The Commissions for Property Acknowledgement Stops Functioning

November 11, 2008
Gela Mtivlishvili, Kakheti

The commission for property registration has ceased functioning within Kakhetia Regional Municipalities. The heads of these commissions were instructed to eliminate the functions of their bodies from the Kakheti Regional administration.

Giorgi Sibashvili, Deputy Kakheti Regional Governor stated that commissions for property registration did not work properly and many violations have been observed. Consequently it was ordered that the commission members be deprived off the right to make decisions. “The state agricultural and pasture lands cannot be granted to applicants, as their legal property is only based on witnesses testimonies. The commissions will not have the right to decide such an issue. The specialists must make such decisions, and for now the commission continues working on other issues,” stated Sibashvili.

However, the commissions refused to grant property licenses to those applicants who want to register other kind of real-estate as being theirs. For example, Gurjaani Municipality has been refusing already now for several days to register a house of deceased woman on the name of her invalid grandson who was brought from Kutaisi, West Georgia in a wheelchair.
