Trade Union of Teachers Submitted 60 000 Signatures to Georgian Parliament

February 9, 2009

Representatives of the Independent Trade Union of Teachers and Scientists of Georgia delivered the petition with 60 000 signature to the Georgian Parliament. They request to introduce amendments to the Law on General Education of Georgia.

Manana Ghurchumelidze, chairwoman of the Trade Union of Teachers and Scientists, reported to journalists that signatures were collected throughout Georgia. The initiative resulted from the attempt of Georgian Ministry of Education and Science to work out Ethic Code for Teachers and recent mass illegal reduction of teachers in the country.

“We will do our best to assist teachers to work in less stressful environment. These signatures demonstrate our will and it will be litmus for our MPs,” state Manana Ghurchulmelidze.

According to Ghurchumelidze, Georgian parliament has unfair regalement; that means, in order to introduce initiative to the parliament the initiator should have a solid sum. “Each signature should be confirmed by local self-governance and payment for each signature is 2 GEL; consequently, not everybody can afford to enjoy his/her right to sign the petition because of the fee. We enjoyed our right and submitted the petition. Today was the deadline for submission and we collected only 10 000 instead of 30 000 signatures. However, we submitted 50 000 signatures to the Georgian Parliament and requested to introduce necessary amendments to the Law on General Education of Georgia. Ethic Code should be worked out by teachers and it should not be a normative document. It should not be asserted by minister and it cannot work as a document for punishment. Another amendment we requested deals with dismissal of teachers from schools; it should not happen under the Article 37-d but after special procedures; in this case the teacher will have right to protect his/her right. The third request is to the state to work on skills-development of teachers. We also request to make pre-school education a part of permanent education cycle and it should not be only a tuition institution,” stated Manana Ghurchumelidze.
