Human Rights Watch Demands to Start Trial on Russian General Who Took Part in the War With Abkhazia

May 29, 2009

Human rights international organization Human Rights Watch demands to start trial on General Vladimer Shamanov, commander of the airborne troops of the Russian Federation. The appeal of the organization is posted on the official website of the Human Rights Watch.

The human rights organization demands to judge Shamanov for mass killing of peaceful civilians of Chechnya. Shamanvov also participated in the Abkhazian war in 1992-1993. European Court of Human Rights found him responsible for a military operation in Chechnya that resulted in very serious human rights violations in 2005. He was charged for a military operation in Katyr-Yurt in February 2000 that involved the "massive use of indiscriminate weapons”.

After the court decision prosecutor’s office of Russian Federation started investigation in Kartyr-Yurt but could not discover evidence of committed crime. In December of 2008 Kremlin reported to the Council of Europe that investigation committee started to study the decision of the prosecutor’s office. Despite all that, General Shamanov was decorated with the award of Hero of Russian Federation for his successful activities as a Commander of the Armed Forces # 58 in the second campaign of Chechen War. In addition to that, Shamanov was decorated with the supreme award of St. George for having participated in the Abkhazian Conflict. He was appointed as a Chief-Commander of the Airborne Troops of Russian Federation in may 2009.
