Council of Europe Requests the States to Protect the Rights of IDPs

Parliamentary Assembly of the Council of Europe calls upon the member states to protect the rights of the internally displaced people and create all necessary conditions for their integration. The Parliamentary Assembly worked out the recommendation to the member states at the yesterday’s session.

The recommendation states that the session will appreciate the policy of Georgia and Azerbaijan in recent years.

“Temporary or long-term integration of IDPs shall be encouraged in the conditions of political regulation. We appreciate the changes in the policy of Georgia and Azerbaijan in this field,” stated the recommendation. In addition to that, unprotected rights of the IDPs are serious political risk and it can escalate the frozen conflicts.

“Last year the war between Georgia and Russia was a terrible reminder which shows that long-term displacement is running the risk of a new conflict and negligence of the international commonwealth might cause new wave of victims and IDPs,” stated the Parliamentary Assembly of the Council of Europe.

Assembly also pointed out that the IDPs reside in 11 out of 47 member states of the Council of Europe and the CoE calls upon the governments of the states to find mechanisms to resolve the problems of the IDPs for long term.
