Georgian Young Lawyers Association Published Statement about November 7

The statement of the GYLA stresses out that people responsible for the dispersal on November 7, 2007 have not been punished yet.

The GYLA calls upon the government to promote independent investigation of the events on November 7, 2007, May 6 and June 15 of 2009; to expose the person who gave illegal order and those who implemented this order; to take efficient measures to eradicate impunity syndrome in law enforcement bodies.

“Two years have passed since the tragic events of November 7, 2007 when law enforcement officers dispersed peaceful demonstrators, raided the independent TV Company and destroyed equipment in it; used special means to disperse demonstrators which were illegal by that time; consequently 500 people were injured. Although the government formally admitted the mistakes made on November 7, the adequate and complete investigation of the fact has not carried out yet. The offenders were not exposed and punished,” it is said in the statement.

The GYLA considers the adequate and independent investigation of the tragic events on November 7, 2007 are important not only for justice but for the prevention of arbitrary actions of the law enforcement bodies.

In accordance to the Law of Georgia on Police, Police of Georgia shall promote “public safety and order, protection of human rights and basic freedoms.”

“When the priority of the police is to uphold the Rule of Law, breaching of the law by them destroys entire system of justice. As a result of their illegal activities we received new facts of violence on May 6 and June 18 of 2009 in front of the Tbilisi Police Main Department. The policemen, encouraged by impunity syndrome reigning in the country, injured several tens of citizens. However, the government again refused to start independent investigation of the accidents and to punish the offenders,” the statement said.
