CoE Published Report on Detention Settings in Abkhazia

CoE Committee for the Prevention of Torture and Inhuman Treatment published report on the conditions in the detention settings of Abkhazia. According to official website of the Council of Europe the report was prepared based on the request of the government of Georgia.

Committee members studied the situation in the detention settings of Abkhazia from April 27 to May 4. Their report is about the conditions in the prisons of Sokhumi, Gali, Tkvarcheli, Drandi as well as jail hospital of Drandi. The document describes the conditions in the detention settings and provides corresponding recommendations too.

Members of the CoE Committee state that there are poor living and hygiene conditions in Abkhazian detention settings; inmates do not receive enough food, their security, health and rights are not guaranteed, several prisons are not supplied with electricity and prisoners are not differentiated.

Committee members recommend to eradicate above-listed violations and to comply with European standards. The report particularly condemns the situation in the pretrial detention setting of Tkvarchveli district and recommends closing it down. According to the evaluation of the CoE, a bit better situation is in Gali detention setting.
