Strange Non-Governmental Organization

Non-governmental organization “Kakheti Regional Development Agency” is annually funded with 80 000 GEL from local budgets of Kakheti region. Each district administration transfers 10 000 GEL to the NGO.

The same sum is envisaged in the budget for 2010.

Leader of the “Regional Development Agency” Valeri Gremelashvili reported to Kakheti News Centre, that the agency is established by district administrations and businessmen working in this region.

“District administrations are founders of this agency and correspondingly they transfer money to us. Where do we spend money? We organize different events in various districts. For example we organized an exhibition of Picasso in Sighnaghi district” said Gremelashvili.

According to Kvareli district governor Levan Gamsakhurdia, NGO “Kakheti Regional Development Agency” assists them to attract investments. Kvareli district governor could not clarify how the agency helped the municipality.

According to the lawyer of the Human Rights Centre Nestan Londaridze, NGO can not be established by local officials and furthermore it is illegal to fund NGO from the local budgets.

Five people work at the “Kakheti Regional Development Agency”. Monthly salary of the organization leader Valeri Gremelashvili is 800 GEL.
