IDPs Call Subeliani’s Institution “Ministry that Deceives IDPs”

Malkhaz Shoshitashvili, an IDP from the village of Ksuisi in Gori District requests his allowance. His 6-member-family fled from Ksuisi village during the war in 2008 and sheltered the family of his relative in Surami.

The government had to give a cottage to the Shoshitashvilis during the settlement of IDPs. The cottage was for three people and it was impossible for the large family to live there. The government refused to give them the second cottage. Instead Shoshitashvili took 10 000 USD .Besides that the government did not pay anything to the IDP. However, according to Shoshitashvili, there were facts when the government gave two cottages to the families with 4 and 5 members.

The wife of Malkhaz Shoshitashvili is very ill. The most part of the money was spent on her operation and treatment and the other part of money was not enough to buy a house. After that, Shoshitashvili requested Koba Subeliani, the minister of Refugees and Accommodation, president’s administration and Eredvi village administration allowance of 200-300 GEL, which the authority had given to other IDPs.

According to Shoshitashvili, although they refused to get cottage, the family preserve all rights of IDPs and the government should give them the allowance. However, they did not get the answer from the minister yet. The district department sent a recommendation to the ministry to give allowance to the family.

Shoshitashvili states that, there are families which were re-settled from Koda to Sakasheti settlements by the government and who also received all kind of allowance. Because of the inattention of the ministry, Malkhaz Shoshitashvili called the institution “the ministry that deceives IDPs”.

Nowadays the family lives in the village of Chumateleti, in the house of his brother, who died 8 years ago. There are no elementary conditions to live there; polyethylene is stretched on windows and water licks in the house when it rains.

The Human Rights Centre provides Malkhaz Shoshitashvili with legal aid. His appeal was sent to Strasburg Court together with other appeals of IDPs, who appealed against Russia.
