Can 2 137 Military Servants Be Permanently Deployed in the Building of Special Operative Department?

On May 18, the single mandate candidate of the Alliance for Georgia Mamuka Katsitadze gave a press-conference about the so-called close polling stations during the municipal elections of May 30.

Katsitadze reported that on April 29 the deputy minister of internal affairs Shalva Janashvili sent letter to the chairman of the election commission in Vake election district N 2 Konstantine Amirejibi (number of the letter 5.17-1126). He wrote that in accordance to the law, he sends the list of the military servants who “will be deployed in their dislocation place during the municipal elections of May 30, 2010.”

Katsitadze clarified that “dislocation place” is the building of the Special Operative Department which is subordinated department of the MIA.

“During various elections, different number of voters was registered in this closed polling station. In 2004 their number was 517; during the parliamentary elections of 2008 – 1 257; this year it has increased at 926 and amounted to 2 137 as it is written in the letter of the deputy minister,” said Katsitadze.

He added that deployment of military servants in one place permanently means working in emergency regime. That means, those 2 137 military servants live in the indicated place: they eat, sleep and live there. Katsitadze said that it is impossible to create all abovementioned conditions for the soldiers in the building of the SOD.

“We appeal to the Central Election Commission, Vake district election commission and request them to set up a special group which will study whether it is possible to deploy 2 137 military servants in the SOD building. We think, similar problem exists in other closed polling stations too and the election administration should study every case,” said Mamuka Katsitadze.,
