Lanchkhuti Municipality Board Breached Election Code

In accordance to the Article 73 Part 101 of the Election Code of Georgia, “the projects, which were not envisaged beforehand in the budget, shall not be implemented from the day the Election Day was fixed till the Election Day. In addition to that, the budget programs, which were not scheduled before the elections were appointed, shall not be increased.”

Based on the resolution # 254 of the president issued on March 30, 2010 the municipal elections were fixed on May 30, 2010.

Lanchkhuti municipal board introduced amendments to the resolution # 43 of December 14, 2009 on “Lanchkhuti District Budget for 2010” based on the resolution # 04 of April 26, 2010.

After the resolution # 254 of the president of Georgia was released, municipal boards did not have right to introduce any changes to the main financial document of the year.

Expert Levan Chkhaidze said that despite the requirements of the law, Lanchkhuti municipal board introduced the amendments to the 2010 budget on April 26; several articles were amended.

Chkhaidze said the Municipal Board added 61 494 GEL to corresponding articles of the budget.
