Two Illegal Fines Were Imposed on the Human Rights Center’s Observer

A fine protocol was drawn up on the observer of the Human Rights Center Gela Mtivlishvili for the interference in the activities of the election commission; however at that moment Gela Mtivlishvili was not in the polling station.

“I visited the polling station # 21 in the village of Uzuntala in Lagodekhi district at about 5:30 pm and filed a complaint regarding the violations I observed at the PS; I requested the commission to annul the election results. After that I left the PS. Another observer of the Human Rights Center Davit Mshvildadze called me an hour later from the polling station # 21 and told us that commission members had drawn up a protocol on me; the protocol imposes fine of 500 GEL on me,” said Gela Mtivlishvili.

The first protocol was drawn up in the polling station # 13 in Kabali village. The protocol states: “Gela Mtivlishvili enters the PS; he shouts and interferes in the activities of the commission members.” The violation is punished by the fine of 500 GEL.

Mtivlishvili claims the protocol was drawn up after he did not obey the request of the commission members to stay in one place and not to move around the polling station.

“In the polling station # 18 in Kabali village, the commission member physically assaulted the observer of the Human Rights Center Babulia Shaoshvili. The chairman of the commission prohibited her to move around the PS. I did not obey their illegal request – to stay in one place. Consequently, they drew up a protocol,” said Gela Mtivlishvili. According to him, commission members oppress on other observers too.
