Walter Kelin: “Local Integration of IDPs Does Not Mean Deprivation Their Right to Return Home”

Special Representative of the UN Secretary General in Georgia, Walter Kelin presented the renewed conception on the accommodation of the IDPs in the Hotel Courtyard Marriot, Tbilisi.

The introduction of the conception states that the government is entitled to protect the IDPs. The conception also states it would be nice if high-ranking officials of other ministries will also take part in the resolution of the IDP problems together with the ministry of refugees and accommodation.

According to the document, the IDPs cannot yet return to their homes because of lack of security guarantees in the conflict zone. Besides that, they cannot earn their livings either.

“Consequently, their local integration and accommodation in the regions which are controlled by the Georgian authority shall be focused on,” states the document.

According to the document, in the future, additional process of repatriation might start in Gali district as well as in Kodori valley and Akhalgori district. Besides that, local integration does not mean that the IDPs will not have right to return to their homes in future.

The document highlights those problems which are still urgent with IDPs – the sufficient survey of the living conditions of IDPs living in private sector is not carried out properly and it remains one of the main problems. The employment and creation of police stations in the IDP settlements are the main problems.

The new strategy also states that the security situation has worsened in Gali district during recent few months. The security problems are still urgent in the surrounding area of Tskhivnali district. The rights of accommodation, plot and private properties of IDPs are still serious problems.

The minister of the IDPs from the occupied territories, accommodation and refugees of Georgia Koba Subeliani, representative of the UNHCR Peter Nikolaus, officials of various state agencies and international NGOs attended the presentation.
