“Nobody Is Interested in the Facts of Fabrication”

October 4, 2010
Shorena Kakabadze, Kutaisi

In a few days, the minister of internal affairs of Georgia and chief prosecutor will receive a letter from the Kutaisi office of the Republic Party. The letter is about the violations observed in Kutaisi during the local municipal elections in 2010; the violations resulted into total falsification of the election results in Kutaisi. Nato Katamadze, the head of the Kutaisi office of the Republic Party, requests liability of those people who participated in the fabrication process.

“We exposed concrete people at polling stations who participated in the so-called “carousel” or supported the people participating in the “carousel” to enter the precincts. The Republic Party filed a complaint to the District Election Commission (DEC) on May 31 which clarified that the facts enlisted in the complaint were beyond the competence of the DEC,” said Nato Katamadze.

Before the official results of the elections were announced, a member of the Republic Party in Kutaisi, who was single mandate candidate of the Alliance for Georgia, appealed to the Kutaisi prosecutor’s office and provided it with the list of fabricators. There were a lot of people on the list and they were not only the fabricators. The former single mandate candidate stated that if the prosecutor’s office investigated the violations impartially, the circle of offenders would increase and they could reveal famous fabricators together with the people who received 5-10 GEL for minor fabrications.

On September 21, 2010 the Republic Party received a letter from the prosecutor’s office which was dated by July 27, 2010. The letter states that the appeal was sent to the Kutaisi City Department for further consideration. Soon the department also sent the letter which clarified that the fact mentioned by the Republic Party was not enough grounds to start criminal prosecution and the Regional Election Commission # 59 did not react on it.

“The decision passed by Kutaisi prosecutor’s office and the department encourages the fabricators of the election procedures. Moreover, it is kind of stimulus for them to be more active during the future elections. Since we could not interest any of the abovementioned institutions, now I kindly appeal to the minister of internal affairs and chief prosecutor. If those noisy TV-detentions are not PR-campaign and TV-shows staged by the government, they should personally control the investigation of these facts and request criminal liability for the fabricators of the elections in Kutaisi. Unless it happens, their negligence will prove that the abovementioned institutions (MIA and chief prosecutor’s office) were organizers of all kind fabrications in the elections,” said Nato Katamadze.

She also added that if her petition to the minister of the internal affairs and chief prosecutor are not responded to, the Republic Party will petition to the international organizations. Besides that, they will appeal to the Kutaisi City Court too.
