Polyclinic without Water

According to the president’s resolution # 678 dated by July 19, 2010, Khoni polyclinic Ltd “Eskulape” was assigned to the Insurance Company “Aldagi” through direct purchase. Based on the initiative of the insurance company medical center with 20 beds was to be opened in the building. According to the agreement the hospital should start working in December of 2011 in compliance with all norms and license requirements.

Irakli Bakhtadze, Khoni district deputy governor: “We welcome this initiative. Khoni district did not participate in the state program of new hospitals. So, either Samtredia or Kutaisi hospitals were to serve the residents of Khoni district. Based on the initiative of the Aldagi and president’s resolution, a new hospital will be constructed in Khoni.

However, before that, insurance company Aldagi was entitled to offer suitable alternative space to the personnel of the Eskulape. They found the alternative space on the second floor of the hospital Ltd “Janmrteloba” whose reconstruction activities started in September. Representatives of the ministry, regional administration and Aldagi also participated in the selection process of the alternative space. The insurance company had to finish the reconstruction activities before October 27 and assign it to the polyclinic. If the agreement conditions were breached, the insurance company was to pay fine of 500 GEL to the polyclinic every day.

The reconstruction of the polyclinic Ltd Eskulape, which belongs to Aldagi, started on October 25. At the moment, only deconstruction activities are going on. The personnel of the polyclinic had to move to the second floor of the hospital Ltd “Janmrteloba” which is half-renovated.

Davit Rukhadze, director of the Ltd Eskulape: “This space is not enough for us but we will somehow manage to work here because there is no other alternative. This building of the hospital is renovated but the rooms are not enough and several doctors have to share one room to receive their patients. As for the fact, whether the clinic of Aldagi will be our competitor, if they work as outpatients too, they might compete with us. Otherwise, we will do our best to attract patients by our better qualification and lower prices.”

Aza Khachapuridze, dentist: “We will somehow work in this space because it was decision of our government. We think our polyclinic will be able to compete with any medical center in Khoni. The only thing which worries us is our fate in a year. I mean, our new building might also be sold out next year and then we will turn up in the street again.”

Nazi Kerdzevadze, head of surgical department: “The health reform has not finished yet. The building of the Ltd Eskulape was sold out and the polyclinic moved to this building. At the first sight, there is nothing bad in it but the space is not enough. The reconstruction is going on and we receive patients in parallel to it. Three doctors share one room that is completely inadmissible.

Gulo Chkhenkeli, doctor of the polyclinic: “We would have rather waited for one week for the end of the reconstruction and moved only afterwards. Today, we do not have water because the polyclinic has bill arrears and today the water distribution company stopped water supply. The toilets and bathrooms do not work properly and working in the medical center without them is impossible. Two or three doctors share one room. So, the rooms shall be divided or otherwise it is impossible to work in such a chaos.”

The local authority has information about insufficient number of rooms in the polyclinic. “After the polyclinic moved to the second floor of the building, the rooms were not enough for doctors in it. So, we started negotiations with the representatives of the Aldagi and requested to renovate several more rooms. We hope, the result will be positive,” said Irakli Bakhtadze.

As for the further activities of the polyclinic Eskulape, it will continue working in the same programs. The Ltd Janmrteloba will continue their old activities too (it gave its space on the second floor to the polyclinic). Next year, Khoni residents will have a new, modern hospital with 20 beds constructed by Aldagi.

It is difficult to say how the Ltd Eskulape will compete with the new medical center. The polyclinic has accumulated water bill arrears up to 3 000 GEL and the polyclinic is not supplied with the water currently.

The representatives of the insurance company Aldagi state that personnel of the polyclinic will get working places at the new medical center. Among them might be the doctors and nurses who currently work at the polyclinic.
