The Human Rights Center Sues Director of Tsnori Public School # 3

Non-governmental organization Human Rights Center sues the director of the Tsnori public school # 3 Lela Pkhovelishvili. According to the organization, the school director decided that the information about working hours, salaries and education of the teachers was personal information and refused to release it.

“In accordance to the General Administrative Code of Georgia, ““Public agency” means a state or self-government agency or institution, or the person who exercises statutory authority on behalf of a public agency pursuant to law or contract, or artificial person of Public Law or Private Law that receives funding from the State Budget.” The school is funded by the state budget through vouchers so the information about funding is public. Besides that, it is clear that the school and teacher implement an important public function that is education and development of the society. The diploma cannot be identified with the health certificate or other private issues; moreover when the importance of the documents on education in the implementation of public functions,” states the suit.

We kindly remind you that the director of the Tsnori Public School # 3 Lela Pkhovelishvili fired teacher of Russian language and literature Elena Kogteva and gave her working hours to the person who is economist by profession.
