Restriction of Construction in Historical Places Will Be Removed

The restriction of the construction in the zones of historical buildings will be removed. The amendments are introduced to the Law of Georgia on Culture Heritage.

According to the current legislation, nothing shall be constructed in the territories where there have never been any constructions in the past.

According to the draft amendments, corresponding agencies in the regions and the City Hall in Tbilisi will have authority to issue the permission on construction. However, special advisory body shall be created within the Tbilisi City Hall whose members will also be the representatives of the Culture and Monument Protection Ministry and the conclusion of this advisory body shall become the basis for the permission.


The zone of the protection of historical buildings is the territory where large number of monuments and other buildings of culture heritage are concentrated; or the network of streets, constructions, planned structure and morphology are preserved in authentic form.

The draft-law was initiated by the MPs Andro Alavidze, Zviad Kukava and Lasha Tordia.
