IDPs in Kheta Requesting Improvement of Their Life Conditions

In the village Kheta of Khobi municipality, in the former building of technical college, forty families of IDPs from Abkhazia have been accommodated. For six months, they have not been provided with water and have been carrying unhealthy water from the well. Several times, children got poisoned. The IDPs are talking about the unduly conducted rehabilitation works. Their houses do not have chimneys, thus they do not have heating system.

“For six months we have been living in intolerable conditions. We did not have electricity until twenty days ago. Now we do not have water. We were told we will not be provided with it for one more year. We use unhealthy well water. Our children were poisoned. I am a mother of five children. I lived in Mtskheta before. I thought something would improve after being accommodated here, but it did not. Our houses do not have chimneys. How can we keep ourselves warm in winter?! We are asking the Minister to pay attention to us,” – stated Pikria Tskhadaia, an IDP from Mtskheta.

Some IDPs are not satisfied with their residence places. “A family of seven members was given three rooms. The rehabilitation works have been conducted unduly. I addressed the local government, the head Regional IDP Service of Samegrelo Levan Mikaia, but nobody pays attention. They are protracting terms by giving us promises,” – stated Darejan Gabelia.

IDPs are stating that the cellars are being filled with water, but nobody thinks about carrying out the mumping works. There are no trash cans in the yard. The yard is unorganized. “Numerous times we addressed the village government about the water being dumped in the cellars, but the problem is still unsolved. There is a waste bin behind the building that brings insanitation. Are not IDPs people? Do not we want to live in clean conditions?” – complains Marina Kakulia.

In the IDP service of the village Kheta we were told that solving the issues of IDPs surpasses their competence and we were redirected to the local government. In the local government we were told that the chimneys were not envisaged for the rehabilitation project of the buildings. The problem issue is envisaged in the next year’s budget. Yard problems will also be taken care of next year.

Rala Chemia, the deputy governor of Khobi Municipality: “We are aware of problems of these people. We know that the water issue needs to be solved. Unfortunately, when these people were given the rehabilitated apartments, many conditions were not met. As for the problem of the water, I want to tell you that there is insufficient water debit in the whole village. I think the only solution is the mump construction. We already addressed several NGOs and the relevant structures for help. The Ministry of IDPs promised they would implement the relevant work. If not, we will envisage the request of these people in the budget. Unfortunately, the chimneys were not envisaged in the project. That is why these people will have to individually solve the problem of heating system.”

IDPs are desperate. According to them, they are often visited by different NGOs and regional service of IDPs and numerous promises are given, but it does not solve the issue. Now they are awaiting the Minister of Refugees and Accommodation.
