Official Dismissed for Beating the Prisoner Appointed as a head of the Field of Protection of Convicts’ Rights in 5 months after the Dismissal.

The former director of Gldani Medical Department Giorgi Butliashvili dismissed from his job five months ago for beating the prisoner is appointed as a head of the social service of prison #8.

The informed source notified Pirveli on the corresponding information.
According to Butliashvili himself, he was dismissed because of increased number of complaints that talked about torture and undignified treatment practiced by the director of the prison.

Among the plaintiffs, there was the son of the first President of Georgia, Tsotne Gamsakhurdia.

“The Minister of Corrections and Legal Assistance of Georgia at that time dismissed Butliashvili and the directors of two more departments – Meladze and Arakelov, as for the assistant of Butliashvili who was directly convicted in wrongdoings by the prisoners, he was transferred to the post of the head of the security system of the Ministry. This “cleaning” was referred to as staff changes and the real reasons of it were never resounded,” – states the sources and adds that Butliashvili dismissed due to the convictions of violation of prisoners’ rights was brought back to the state service for uncertain reasons at the end of December.
 
“The individual who was dismissed for violation of the prisoners’ rights in five months after the dismissal is put in charge of the social service of prisoner #8 the competence of which is exactly the protection of prisoners’ rights and improving their situation,” – explains the source.
As for Tskhveidani, in the beginning of 2011 he was put in charge of Gldani medical department.

According to the source, Tskhvediani was observed to be of special aggression and pressured those prisoners who have sent their cases to Strasbourg Court, including Zaur Kvarelashvili and Zurab Bostoghanashvili who have been placed in the medical department according to the Strasbourg decision, however, as the source affirms, they have not been treated medically and are living under the psychological terror.

According to him, Kvarelashvili numerous times addressed the representative of Georgia in ECHR Levan Meskhoradze but received no response.
