Tinatin Khidasheli Requests More Transparency in Tender on Mini-Buses

Member of Tbilisi City Council from the Republic Party Tinatin Khidasheli requests more transparency in the tender on mini-buses in Tbilisi. She held a press-conference regarding this issue at the City Council.

According to the member of the City Council, despite the promise, the society does not have full information about the tender. Khidasheli thinks, there is a high risk of having single monopolist in the Tbilisi Transportation Business as a result. Besides that, minor entrepreneurs might be finally dismissed from the business and hundreds of families might remain without income.

Tina Khidasheli doubts the tender works in favor of financial interests of the Tbilisi City Mayor and people close to him.

The members of the City Council said that according to the official website of the City Hall, 8 companies have applied for 5 lots in the tender; among them is Company “Tbil Line” which has applied for two lots. The documents provided by the applicant companies cast some doubts and the society should have full information about them. For example, Tina Khidasheli discussed documents of three companies – Public Car, TbilCar and TbilLine.

Tina Khidasheli said all three companies were founded for this competition on December 17, 2010. The companies have paid the fee to the Public Registration Agency with five minute interval. Their representatives filled in applications to the Registration Agency with five minute intervals.
 
The statutes of the three companies are equal except the signatures at the end. The documents of the three companies were confirmed by one notary N. Ginturi. The companies have one founder each who will have authority to make decisions alone.

The capital of each company is 100 GEL and no information about other properties owned by the companies. All three companies have document have prove that Restaurant “Old House” located in Sanapiro Street # 3 in Tbilisi allocates office space to them. Later, this document was amended in case of one company and director of other restaurant “Kalakuri” allocates the space for the Public Car based on the document with his signature.
