Free Democrats Introducing Project on Police Depoliticization

January 27, 2011
Free Democrats introduced the project on police depoliticization Protected Citizen – Protected Policeman to experts at Tbilisi Marriott.

The project concerns the structure of MIA and the police system, Police Ethics Code and the instruction on Patrol Police Conduct.

As the author of project Levan Izoria explained to journalists, in order to depoliticize the police, the MIA must be reorganized so three departments are formed: police department combining two significant substructures – patrol and criminal police, border police department and rescue department.

According to him, MIA must be prohibited to directly intervene in the work of police. The security services must be separated from the MIA system and be formed as independent departments.

Izoria thinks that the police and security services are not rather independent from the ruling team since the government is exercising political influence on them, thus it is impossible to ensure the protection of a citizen and policeman.

Irakli Alasania, the leader of Free Democrats also talked about the significance of the project at today’s meeting. According to him, it is very important that the political environment of Georgia is changed in three strategic directions, these are – election reform, free media and police depoliticization.

“The aim of project is protecting police from the existing political dictate and it envisages the form that would be most acceptable for today’s law-enforcement system,” – he noted.

Free Democrats are ready to discuss the corresponding project with the government representatives to shape it as a Parliamentary initiative. The party considers that the current Law on Police adopted in 2993 is a remnant of Soviet police.

The project on police depoliticization will be introduced to representatives of diplomatic corpus on Monday.
