Competition for Mini-Buses – Scandalous Information

Georgian political party - Republic Party - exposed scandalous details about transportation business based on the information provided by the member of the Tbilisi City Council from their party Tinatin Khidasheli in regard with the competition for the route mini-buses in Tbilisi.

According to the official website of the Republic Party, Tinatin Khidasheli studied the documents of the applicant companies and made a statement about it. “The members of the Republic Party are concerned because despite many promises, the society does not have full information about the competition in the transport business in Tbilisi. Today, we have more reasons to repeat what we stated before the competition:

There is a high risk that individual monopolist will appear in the Tbilisi transport business;

There is a high risk that minor entrepreneurs will be completely dismissed from this business and hundreds of families will remain without income;

There is a high probability that the “reform” is implemented in favor of the Tbilisi Mayor and the people close to him.

As a result of several-day research we learned the details about the companies applying for all five lots in the competition and we think the society should know the details about the applicant companies before the results are announced:

1.    As it was expected, there is no important competition between applicants and the documents do not envisage interests of thousands of people who were employed in the transport business until now.

2.    According to the official website of the Tbilisi City Hall, 8 companies have applied for 5 lots and among them Company TbilLine has applied for 2 lots. One company has applied for two lots in Isani-Samgori and Didube-Chughureti districts out of total 5 lots.

3.    Each company, expect one, was established in December of 2010 especially for this competition. According to their statutes, the starting capital of companies is 100 GEL.

4.    The documents provided by the companies cast many doubts and the society shall have information about them. Let us discuss three applicant companies: Public Car; TbilCar and TbilLine.

4.1    All three companies were founded especially for this competition on December 17. The two companies have paid the fee to the Public Registration Agency with five-minute interval: at 4:14 pm and 4:19 pm; their applications to the Agency were submitted with five-minute interval as well: at 4:21 pm and 4:26 pm.

4.2    The three companies have completely equal statutes except signatures of the founders at the end of the documents.

4.3    The documents of the three companies were approved by one Notary N. Ginturi.

4.4    Each company has one founder and partner who are entitled to make decisions individually.

4.5    The starting capital of each company is 100 GEL and there is no indication to any other properties they own.

4.6    And the most interesting fact – according to the document, which is in the file of each company, the restaurant Old Tbilisi located in Sanapiro Street # 3 in Tbilisi allocated an office space to each of the three companies. Later, one of the documents was changed and the director of another restaurant “Kalakuri” signed the document based on which they allocate a space to the Public Car Company.

Today, we can provide you only with this information and we hope the competition commission will also pay attention to the abovementioned facts. We will discuss other details after the competition results are announced.”
