Issuance Policy of State Grant for Higher Education has Changed

February 4, 2011

The state grant for higher education will be issued according to the new policy. The Education Ministry held a briefing on the corresponding.

As the Minister Dimitri Shashkin stated on the briefing the students accepted to the faculties of law, business and economics, medicine and international relations will be financed in case they receive sufficient points for 100% financing. According to him, 70%, 50% and 30% financing will not be envisaged for these faculties.

Dimitri Shashkin explained this decision due to the financial encouragement of less popular professions in Georgia.

“Our country is lacking concrete professions and this is not only Georgia’s problem. The same situation is in the USA and Europe. The only mechanism for popularization of these professions is financial stimulation. When we looked through the results of funding for bachelor’s degree in 2009 we saw that 80-85% of grants were spent on the faculties on Law, Medicine, International Relations, Business and Economics. Only 15-20% was left for other faculties. That is why Georgian government made this decision. I would like to emphasize that the policy of state grant funding has changed in order to financially stimulate those professions that are very important for the state development,” – noted the Minister.

According to him, the state has a full right of popularization and financial stimulation of these professions.

“We already have such example. We changed the financing for the master’s degree in 2010 and as a result the number of people wishing to study on a faculty of engineering increased by 12 and the number of people wishing to study on law faculty decreased by 10. I would like to emphasize one more time that this is the state grant and the state has the absolute discretion and a legitimate right to stimulate those spheres that are necessary for future development of our state,” – stated Dimitri Shashkin.

The modality for issuing state grant and a full list of professions are located on the websites of Ministry of Education and Science and National Exams Center also in the guidebook for university entrants.
