Video –Recording of Illegal Activities of Police Officers

Today, newspaper “Kviris Palitra” published article – “Where Did “Clever” Police Officers Make Mistake”.

According to the article, on February 6, 2011, officers of the third division of the Old Tbilisi Police Department within the Ministry of Internal Affairs detained brothers Bakar and Lasha Lutidzes. They were charged for minor hooliganism, cursing in public places and resistance to law enforcement officers.

Tbilisi City Court judged Bakar and Lasha Lutidzes and imposed administrative fines of 400 GEL on each of them.

“Kviris Palitra” got hold of the video-recording which clearly shows two young men slowly walking along the pavement without any extra movements at 10:30 pm. Although the recording is silent, their movement shows that the young men were not breaching public order at all. A car pulled down near them, three people in civil forms got out of it. The recording shows that the young men stopped at the request of strangers who approached them and one of them pushed Lasha Lutidze and slapped in the face; then he grabbed him in the hair and searched. After that they started conversation. The strangers made the young men sit in the car. The video-recording also shows that the man sitting next to the driver physically assaulted the detainees sitting on the back seat.
