“Where is the Government?” – Asks Chairman of Adjara Government

Heavy snow has been falling in the mountainous Adjara region for three weeks now. Because of the blocked central roads to the villages, the local inhabitants face serious problems. During this time, the government of the Adjara Autonomous Republic has been in a deep hibernation.

The district governors state the heavy snow destroyed seven residential houses in the small town of Khulo and one family remained homeless in Shuakhevi. Relatives tried to take a sick person Davit Makharadze, resident of Makhalakidzeebi Village in Shuakhevi District to the district hospital by sled but he died on the way. Traffic movement is possible only in district centers. The roads between villages have not been cleaned by special vehicles as of yet.

Chairman of the government of the Autonomous Republic of Adjara Levan Varshalomidze has become interested in this problem and has ordered his office to personally address this problem.

“It is the first heavy snow in Adjara and we have faced many problems. Where is the government?” the chairman asked at the government session. Levan Varshalomidze asked that the cabinet of ministers respond to his questions.

Levan Varshalomidze, chairman of the government of Adjara Autonomous Republic: “Three days ago, a citizen personally called me from Marabda Valley and I am very grateful to him for that. We rely on Murman Davitadze. Yet he deceives everybody – he claims that the roads will be cleaned either today or tomorrow and everybody was waiting for him until now. I will not stand it any longer! Winning the contractual bidding war for the job is one thing but if the company does not have enough equipment, how can they clean the roads?!”

“I want society to know the truth. There are companies who receive government contracts (to do a particular job), but then do nothing after their victory… We relied on Murman Davitadze. Will he assist the Shuakhevi, Khulo and Keda districts? The government, ministries and district governors keep silent about it.”

Levan Varshalomidze became angry with the “Iberia G” company, which won the government contract to remove the snow from the roads in the mountainous Adjara region. Murman Davitadze is director of Iberi-G Ltd. According to the announcement on the website of the Public Registration Agency, on February 5, 2011 “Iberia-G” Ltd requested information about real estate located on Melashvili Street # 23, Batumi. However, when we visited the address, the family of Bolkvadze lived there. The cell phone number recorded in the announcement 899 43 12 90 was not available.

The Human Rights Center looked for the contractual competition announcements which were won by Iberia-G Ltd in the newspaper “24 Hours”. The company won the competitions announced on November 4, 2010, on June 11, 2010, on January 23, 2010 and November 28, 2009. The company was in charge of rehabilitating and looking after the roads.

The official website of the Road Department of Georgia does not indicate the monetary sum transferred to the company for the implemented activities. In 2011, 2 million GEL was allocated for the rehabilitation of the roads in Adjara Autonomous Republic.
