Donation of 14 113 411 GEL to the “National Movement”

The ruling party – “National Movement” spent the most money – 14 113 411 GEL for the municipal elections on May 30, 2010; in parallel to it, the budget of other political parties for the election campaign was no more than 100 000 GEL.

The National Movement submitted the report on the budget of the election campaign in 2010 to the Central Election Commission. The report lists those legal and physical persons who donated to the ruling party during the municipal elections.

“Patardzeuli Ltd,” “Natural Gas Ltd,” “Aisi Ltd,” “Ruji Ltd,” “ArcStudia Ltd,” “Concord Ltd”, Road Construction Company “Serpantin” Ltd, “Gzamsheni – 2005, Ltd”, “Aidin Boik, Ltd”, “Telavi Group, Ltd,”, “Nota Ltd,” “Western Record, Ltd,” “Agrospero Gurjaani, Ltd”, “Wine Company AT, Ltd”, Wine Company “Shumi”, “Service Ltd,” “Sagarejo Agriculture Market,” “Iori 2001, Ltd,” “Nasadgomari, Ltd,” “Coca-Cola Kakheti,” “Iori 1, Ltd”, “KavkazAvtoMagistral, Ltd”, “Gold Firm,” “Poseidon Ltd,” “Imedi Ltd,” “Baka +, Ltd”, “Kiziki 2008,” “Mekanizatori 2005, Ltd,” “Georgian Brick, Ltd” – these Kakheti based companies donated to the National Movement before the elections.

“Pataradzeuli, Ltd” is located in the village of Patardzeuli in Sagarejo district. The company produces eggs. Otar Muchiashvili is the director of the company. On February 24, 2010 he transferred 13 500 GEL and on February 25, 6 500 GEL to the National Movement; his donation in total amounted to 20 000 GEL to the ruling party. Muchiashvili said the government of Georgia promotes the business development in the country and so, they decided to assist the ruling party on their side.

“Natural Gas, Ltd” owns several petrol stations in Kakheti region. The owner is Shota Deminashvili. In 2004, Deminashvili was arrested for financial violations but after having paid the money, he was released. Since then, he has had close relation with the high-ranking officials of the government. The Company transferred 50 000 GEL to the National Movement for the municipal elections. In the same period of time, the building of the Telavi district administration was rehabilitated with the funds of the “Natural Gas”; the administration of the Kakheti regional governor has office in the same building. According to the official data, the funds for the rehabilitation of the building were not spent from the local budget. According to our information, the officials of the regional administration requested Shota Deminashvili to rehabilitate the building.

“My friend renovated the building of the district administration. When he came here and saw how polluted it was, he promised me to rehabilitate the building and to furnish my own room too but I told him I did not want my room to be furnished. He was not Deminashvili, he is my friend and does not want his name to be published,” said Telavi district governor Vasil Davitashvili. Shota Deminashvili personally supervised the ongoing rehabilitation activities in the building of the district administration.

In exchange of benevolence of the government, the mobile auto-gas station illegally works in the square close to the railway station in Gurjaani for several months already. Despite many complaints, the local government does not react on the problem.

“Ruji, Ltd” is registered in Marx Street # 20 in Kvareli. On February 26, 2010 the company transferred 30 000 GEL to the National Movement. “Ruji, Ltd” is one of those two companies who received preferential loan 4 500 000 GEL in 2009 - 2010 based on the Prime-Minister’s instruction in the framework of the state program “Promotion of Wine-Production Business”. With the allocated money, the Company had to purchase redundant wine from other local wine-factories but “Ruji Ltd” did not do that.

Road construction company “Serpantin” is registered in Paliashvili Street # 27 in Telavi. On March 17, 2010 the Company transferred 50 000 GEL to the National Movement. In 2010, Serpantin won several tenders in Kakheti region. “Serpantin” owns stone and asphalt production factories in Ruispiri village in Telavi. The villagers have filed several complaints to the Ministry of Environment against the Company Serpantin and blamed them in polluting the environment. The vegetables in the agricultural plots in Ruispiri village are so dusted that people cannot use them. The inhabitants of the surrounding territory suffer from chronic coughing and have breathing problems too. The Ministry of Environment did not react to any of their complaints.

Businessman Guram Berikashvili donated 10 000 GEL to the National Movement before the elections. “Aisi Ltd” (Gurjaani ice-cream) transferred the money to the ruling party on April 8. Guram Berikashvili is in close relation with governmental officials. He was and still is the member of the Gurjaani municipal board from the National Movement.

Company “Concord” donated 100 000 GEL to the National Movement. The company is registered in Alazani Ave. # 4 in Telavi. Additional information about the company is not available.

“GzaMsheni 2005” transferred 1 000 GEL to the National Movement; “Aidin Boik” transferred 2 000 GEL; “ArcStudia Telavi” transferred 11 000 GEL; “Telavi Group”, “Western Record,” “Nasadgomari,” “Gold Firm” and “Imedi Ltd” transferred 1 000 GEL each to the ruling party; “AgroSpero – Gurjaani” transferred 5 000 GEL; “Company AT” – 2 000 GEL and Sagarejo district agricultural market – 100 GEL, etc.

Various organizations donated money to the National Movement after the elections too. According to the final report submitted to the Central Election Commission, on May 31, 2010 Sagarejo based KavkazAutoMagistral transferred 80 000 GEL to the ruling party.

The KavkazAutoMagistral, Ltd won many tenders announced by the Road Department of Georgia. The company rehabilitates the roads, supplies the population with gas and drinking water mostly in Kakheti region.

In 2009, KavkazAutoMagistral received 14 500 000 GEL for the rehabilitation of the 99 kilometers long Akhmeta-Pshaveli-Kvareli-Ninigori motor-way in Kakheti region.

On May 31, 2010 “Lochini, Ltd” transferred 80 000 GEL, “Bel-Bau, Ltd” transferred 50 000 GEL, “AutoBan, Ltd” – 60 000 GEL, “Ibolia Ltd” – 50 000 GEL, “Kama, Ltd” – 100 000 GEL, “JSC Tbilisi” – 60 000 GEL, “GzaMsheni, Ltd” – 70 000 GEL, Road Rehabilitation and Modernization Supervision Department transferred 50 000 GEL to the National Movement.
