Levan Vepkhvadze: “More Obscurity Will Be Observed At the Next Elections”

A leader of the Christian-Democrat Party Levan Vepkhvadze said the government intends gradual distribution of the electronic IDs among population which will cause more obscurity at the next elections.

Levan Vepkhvadze informed the media representatives about the government’s intention to distribute electronic IDs among population. He said the government is going to implement its plans in 2011-2016 and distribute 3 million electronic IDs. Vepkhvadze clarified that 400 000 IDs are planned to be distributed per year and the price of an ID document will be 30 GEL. 15 GEL of it is price for the document itself and the second 15 GEL is price for online signature.

The leader of the opposition party alleged that the government is going to discharge only socially disabled citizens, who are registered with no more than 57 000 points in the data base of socially disabled families, from the price of the electronic IDs; the rest 2 million citizens of the country will have to pay 30 GEL for new IDs.

According to Vepkhvadze, each family will have to pay about 90-120 GEL for the IDs of the family members. The MP added that three elections are scheduled in 2011-2016 and the voters will have two IDs during those elections because distribution of the IDs will not have been finished by that time and it will complicate the situation during the elections.

Vepkhadze believes the government worked out the plan after they have faced because of the categorical requests of the opposition to respond on their suggestions in regard with the biometrical passports for the improvement of the election environment in the country.

“Because of the time-trouble the government gives rapid replies that make their position unconvincing. As for the budget, they have presented for the distribution of the electronic IDs, it amounted to 200 million GEL that is unserious sum,” said Vepkhvadze.

He hopes, the government will be wise enough to compromise and the international community will also play key role in it.

“Our proposal envisages some compromises too if the government’s position is adequate towards it,” said Vepkhvadze.
