The Social Service Agency Studying Case of 77-year-old Student

April 7, 2011

77-year-old Natela Jachvadze from the village Vejini of Gurjaani region discovered not too long ago that she is a student and works as a lawyer in the Forest Agency. On this basis, she has been stopped the social assistance. Natela Jachvadze has been trying to get her financial assistance renewed and has addressed various state services with this purpose, however, with no result.

“I was told in the Social Service Agency that they received the document from Tbilisi which states that I am a student of fourth year and a lawyer-consultant in the Forest Service. I have been disputing but with no hope. I have been going through Vejini-Gujraani, Gurjaani-Telavi, and then back to Gurjaani from Telavi. I am so tired of it that sometimes I think I will give up,” – states natela Jachvadze. She has addressed the Civil Activism Center for help.

According to Lia Sibashvili, the chief specialist of Gurjaani Department of Social Service Agency, the regional departments of the agency periodically receive the lists of the employees from the central office which indicates the name of the members of families which receive the social assistance and the data of the employer organizations. “Natela Jachvadze was in one of these lists. The document indicates that she works in the Forest Agency. I know nothing about her being a student,” – stated Lia Sibashvili.

“On the basis of Natela Jachvadze’s statement we requested the documents from the social service agency that does not notify the basis for stopping the assistance, the number of the decision, the individual who made the decision or the official order on it. According to the law, these requisites are essential for an administrative-legal act,” – stated the lawyer of Civil Activism Center Lia Khuroshvili. According to her, the organization will provide legal assistance to Natela Jachvadze and ask the agency of social service for the compensation of 7-months financial assistance. If this request is not rendered, they will apply to the Court.

As a result of the Civil Activism’s interest towards this case, Natela Jachcvadze family was once again checked by the social agency in two days. In the family of Natela Jachvadze, non-employed son and a little grandson live. The Social Service Agency is studying the case of Natela Jachvadze now and the result will be known for the end of April.
