Pre-Election Vacation

54 employees of Telavi municipality local government took a holiday leave. The majority of the public servants who went on vacation are involved in the pre-election campaign of majority deputy candidate of National Movement Vasil Davitashvili. The election headquarter is headed by the head of administrative department of Control Chamber Giorgi Botkoveli.

Kakheti Information Center disseminated the list of 54 employees who took a holiday leave and directly got involved in election fever. 36 public officials out of them took due vacation with payment, as for 18 officials – they took holiday leave without payment.

The following officials of Kakheti Governor’s administration also took holiday leave: Ruslan Jankhoteli – performing duty of chief specialist of supervision service; Erekle Ambardanishvili – chief specialist; Khatuna Guliashvili – performing duty of chief specialist of administrative service; Leila Legashvili – performing duty of chief specialist of Local Government and State Bodies Relations Service; Otar Japoshvili – performing duties of chief specialist of Extraordinary Situations Management Service.

The deputy head of Telavi municipality City Council Zurab Butskhrikidze and the specialist of Department of Citizens’ Service and Legal Proceedings of City Council Marina Jugashvili also took holiday leave.

Election Code does not prohibit the public officials to hold pre-election campaign except for the cases when they are directly performing the work functions. The definition of “direct” is not given in the Code thus this issue has often become the issue of dispute between the government and NGO sector.

According to lawyers, to avoid the accusations regarding the use of administrative resources, the public officials took holiday leaves after the candidate was nominated.
