New Business of Chochelis in Saguramo

New beer factory is being built in Saguramo village of Mtskheta district. The factory will replace the beer factory “Lomisi” located in Askhalgori district, currently under control of Ossetian side; the factory belonged to Iago Checheli, brother of the Mtskheta-Mtianeti regional governor Tsezar Choecheli. Investment of 27 million Euro is planned in the new beer factory.

The new factory belongs to the JSC “Georgian Beer Company.” Iago Chocheli founded the JSC on June 9, 2011 together with his three partners.

The new beer factory intends to produce weak alcoholic and non-alcoholic drinks including juice alongside alcoholic drinks. The capacity of the factory per year will be 400 000 hectoliter beer and 300 000 hectoliter lemonade. The administration intends to export the products abroad. The factory was projected by Czech Company “ZVU POTEZ” and Georgian companies are building it. The construction will finish in March of 2012. According to records from the Enterprise Registration Agency, the director of the factory is Mindia Gumbaridze.

Beer-production is a well-appropriated business for the Chochelis. Before the August war, beer factory functioned in Akhalgori and it produced Georgian beer Lomisi. The enterprise “Lomisi” was founded by regional governor Tsezar Chocheli. The beer factory continued working after the territory was occupied by Russia. According to Ossetian media, they produced three sorts of beer – Aluton, Zhigulevskoe and Carlov Most in the former Lomisi factory. However, currently the enterprise is sealed up.

The beer factory “Natakhtari” belonged to Iago Chocheli. Several years ago he sold it to Efes Beer International. According to the contract with the Efes, Chocheli did not have right to start new beer production for several years. After the contract expired, Iago Chocheli founded JSC Georgian Beer Company together with three partners.

Regional governor Tsezar Chocheli claims his brother runs the entire property. In his property declaration of 2011, Tsezar Chocheli indicated that he had given the property to his brother under power of warranty. Based on verbal agreement, Iago Chocheli received property of 6, 400 million USD as an attorney.

Tsezar Chocheli – Rich Governor of Poor Region

Tsezar Chocheli occupied the position of Mtskheta-Mtianeti regional governor in February of 2008. Before joining the government, he was businessman. According to the biography of the regional published on the official website of the Mtskheta-Mtianeti regional administration, Tsezar Chocheli established the company “Lomisi” in 1991. His declaration states that he has collected much property. He is one of the richest members of the Georgian government.

Tsezar Chocheli filled in his last property declaration on May 20, 2011. According to the declaration, he owns two houses: house with 1 600 sq. meters in Digomi village and house with 100 sq. meters in Akhalgori. He owns a flat with 180 sq. meters in Tashkenti Street # 23, Tbilisi.

Tsezar Chocheli’s wife Svetlana Chocheli owns 6 plots and all of them are located in Digomi village with total space of 7 939 sq. meters.

The wife of the regional governor owns a plot of 1 400 sq. meters in Akhalgori district and bonds of 31 270 USD in the JSC “Kedari”.

According to the declaration, Tsezar Chocheli owns two expensive cars: LEXSUS 570 of 2008 with state number FOO 001 and LEXSUS 4601 of 2008 with state number OOE 001.

Tsezar Chocheli has 4 160 USD on credit card of the TBC Bank and 2 254 GEL on the deposit; he also has 2 360 GEL on the salary account in the same bank.

The wife of the regional governor has two deposits at the ProCredit Bank: 7 397.51 USD and 4 855 Euro.

According to the declaration, Tsezar Chocheli had 205 000 GEL in cash and his wife 8 000 GEL.

The regional governor is a partner of the Interplast Ltd. However, Chocheli did not mention any income from this enterprise.

In 2010 Tsezar Chocheli received 35 555 GEL as a salary for the regional governor throughout the year.

The regional governor clarified in his declaration that based on the agreement with Interplast Ltd, signed on August 30, 2008, he lent 19 197 GEL to the company. Chocheli received 4 132 GEL as a percent from the loan.

Chocheli also enclosed purchase agreement in his declaration. According to the agreement, the governor sold his share in the Interplast Ltd to the Corporation Remax And Co. Based on the agreement, Chocheli had to receive 7, 013, 907 GEL within one year (the agreement was signed on January 29, 2009 and expires on January 29, 2012). The declaration shows that Chocheli has not received any income from the deal.

Tsezar Chocheli has given the property to his brother under warrant. The declaration states that Iago Chocheli gave his shares in Mixor Ltd and Larmax Ltd to Tsezar Chocheli in exchange of 9, 9992% of share in Interplast Ltd.

On October 15, 2010 Tsezar Chocheli took a loan of 400 000 USD from the TBC Bank. Last year he paid 10 696 GEL as a percent of the loan.

Chocheli hold another credit card of the TBC Bank. He has 10 000 USD on the credit card. He has paid 191.17 USD as a percent of the credit.

In 2010, Tsezar Chocheli paid 4 000 Euro as an education fee for each of his sons Shalva and Ramze Chochelis. Last year, the regional governor paid 4 000 Euro as an education fee for himself too.

In 2010 Tsezar Chocheli received 3 272 Euro and 545 000 GEL as a percent of his deposit and his wife received 1 398 USD and 1 355 Euro as a percent for her deposit.

According to the 2011 financial declaration Tsezar Chocheli received 35 555 GEL as a salary.

His 2011 declaration does not contain information about the deposit in the TBC Bank where Chocheli had 1 million USD and in 2009 he had received 7 237 USD as a percent of this deposit.

The last declaration does not mention his deposit of 398 000 Euro either.

The plot, which Chocheli purchased in 2010 for 100 000 USD, is not mentioned in his 2011 declaration either. The latter does not mention his house either whose construction cost one million GEL in 2010 and Chocheli paid 232 000 GEL for its furniture.
