Georgian Non-Governmental Organizations Petitioned to the EU Council

Non-governmental organizations – “Memorial” Society of Repressed Victims, Georgian Academy and Human Rights Priority request the EU Council of Ministers to promptly monitor the judgment of the Tbilisi City Court on the Kiladzes’ Case in order to estimate whether the Strasbourg Court judgment was adequately executed or not.

“Cynic approach of the government towards the issue is proved by preliminarily passed verdict to use symbolic gesture and not informing the society about the real situation as a result of what many people have encountered additional problems,” the petition of the NGOs reads.

In 2000, Georgian NGO Memorial, which unifies thousands victims of political repression, submitted the draft-law of the realization of Article 8 and 9 of the 1997 law of Georgia about Repressed People to the Parliament of Georgia.

Unfortunately, their initiative did not have any result then. After the Strasbourg Court passed verdict which obliged the Georgian state to compensate repressed families with 4 000 Euro, in 2011 the Memorial together with the Georgian Young Lawyers’ Association drew up more accomplished version of the draft law and submitted to the Parliament. However, it was declined this time too.

The Law about Moral Compensation was adopted in Spring of 2011 and after the Strasbourg European Court of Human Rights passed verdict on the Case Brothers Kiladzes and obliged the Georgian state to compensate the moral damage of the victims.
