Education Ministry Estimated Rules to Suspend Pupil’s Status

In accordance to the decree of the Minister of Education on “Approval of Rules to Enroll a Pupil in a School of General Education and to Suspend Pupil’s Status,” a public school has authority to suspend a pupil’s status for the pupil of primary and basic level of education if the pupil does not attend lessons during 6 months, does not receive marks and is not registered as an extern pupil regardless the fact his/her parents or lawful representative of the pupil is warned about it.

A pupil will have his/her status suspended if five-year-old child went to school and could not master the schooling program worked out by the National Educational Program and a parent petitions to corresponding institution to suspend his/her child’s status; if a citizen of a foreign country or a person without citizenship (except the person without citizenship permanently living in Georgia) does not pay standard voucher tax to the corresponding fiscal account of the Georgian State Budget; if a pupil together with his/her family goes abroad and parent or lawful representative of the pupil petitions to the school administration; if the whereabouts of a pupil are not known; if a pupil breaches the school order several times; if a pupil could not achieve the estimated education level during the 12 years in school, if she/he has not obtained funding estimated by the law and cannot pay voucher price to the Georgian State Budget.

The same rule envisages mechanisms to restore the pupil’s status. Namely, a parent or lawful representative of a pupil shall petition to the school administration which suspended his/her status. According to the same rule, a pupil, who will have his/her status restored, will be able to continue studies in the same form if he/has already mastered the education program of the previous school year.

Additionally, if a pupil’s status is suspended, based on the written notification of a parent or his/her lawful representative, parent or his/her lawful representative will receive birth certificate of the pupil until the status is restored.

The decree was already published by the Sakanonmdeblo Matsne and is already in force.
