Giga Bokeria: “Huge Financial Resources Shall Not Have Disproportionate Influence on Democratic Processes”

January 27, 2012

Secretary of National Security Council Giga Bokeria responded to the agiotage caused by the amended Law on Political Unions of Citizens and said “economic success of a country depends on the presence of many rich people in it; however, the proportion of this influence shall be somehow put in frames,” Bokeria told in his interview to the Magazine Tabula.

“As for legislation on the funding of political parties and corresponding regulations, it is part of general situation in every liberal-democratic countries, which aims to prevent huge financial resources to have disproportionally huge impact on the democratic and decision-making processes; on the other hand, each country should have effective filters for the flow of external financial resources into the country. The former is absolutely legitimate goal of the authority and the latter is sovereign right. It does not mean that wealthy people, who have huge financial resources, are suspicious or negative people. Just the opposite, economic success of a country depends on the presence of many rich people in it. However, I would like to underline that the proportion of this influence shall be put in some frames. Successful people might have more influence because of their achievements but it must not give a push to monopolization and political corruption in the country. The law shares the practice of liberal-democratic countries. If you focus on the issue that recent changes in the law coincided with the appearance of a new figure in the politics, it often happens; just like the situation, when concrete political unions maliciously take advantage of the gaps in the laws. In this particular case we acted very transparently and nobody should see any conspiracy theories in it. A country cannot be privatized. If somebody tries to take advantage of the gaps of the legitimate regulations of the country, the legislative body must respond to it and it is natural process. The process of perfection of those regulations was underway all this time in accordance to the recommendations of international organizations,” Bokeria said.
