Model Negligence of Public Officials!

87-years old Nino Kmosteli lives in Tskhvarichamia village in Mtskheta district. She is blind from both eyes. She has not had electricity for 7 months already. In 2010, Social Agency deprived her from social allowance too. The lonely woman has never received fire-food and spent cold winter in bed.

“On March 31, 2010 I had insult palsy and was placed in hospital. On July 9 I returned to Tskhvarichamia. On July 22 social agent came and said he had seen two hens and an apple-tree in my yard; so I could sell apple, or ask somebody to sell it for me and did not need assistance from the state. I have not received allowance since July of 2010. Before they seized my allowance, I had to take money during three months - in May, June and July. I went to Mtskheta together with my neighbor; she entered the bank to find out my situation and they said three-month allowance was allocated for me but they had allowance of only two months; the money-distributor had returned two-month allowance back to the bank but misappropriated the money of the third month; the bank officers suggested me to demand the allowance of the third month from distributor. 30 lari is too much money for me; I keep calling her on the phone. Just now, I asked my neighbor to come and call from here but nobody replied again. The government gave me the money and why should she have stolen it.
