National Movement’s HQ in Village Administration Building

Election HQ of the National Movement was opened in one of the rooms in the office of Chartali village territorial entity in Dusheti district.  HQ representative Irma Naniashvili told ICMM that they record problems of citizens who apply to the territorial entity and promise them assistance.

National Movement’s election agitation materials are placed in the room which is used by the ruling party as a village HQ. Its staff members are wearing election T-shirts of the ruling party.

-When was the National Movement’s election HQ opened in the office of the village territorial entity?

Irma Naniashvili: I do not know; I joined the HQ a month ago.

-Who gave this room to you?

-I do not know; how should I know. Nobody does.

-Why is the election HQ of a political party functioning in the office of the village territorial entity?

-I do not know.

-What do you do in the HQ?

-We are working in shifts; if somebody asks the office for help we should answer their questions. I am a member of the National Movement; they assist me so how can I be member of another party?!”

Levan Natroshvili, coordinator of the Election Monitoring Project at the Transparency International – Georgia: “If a political party is renting the room, it is not violation of the law; but if the room was assigned to the party for free, then it is usage of the administrative resource.”

According to the information searched by the ICMM, Dusheti district administration has not signed rent agreement with the National Movement concerning the space in the Chartali village.

The leaders of the Dusheti district administration did not comment on the issue.

Besik Shagashvili, Dusheti district governor: “I am on holiday and tending to other duties; Besik Vardishvili is replacing me temporarily; call him and he will explain everything.”

Besik Vardishvili did not answer our phone calls for the last two days.

Neither majoritarian candidate of the UNM in Dusheti district Zurab Otiashvili, nor the attorney of Chartali village territorial entity Zakro Chitauri answered our phone calls.

Okropir Jikuri, head of Chartali HQ of the National Movement: “I cannot answer your question now; I am busy.”

Zurab Danelishvili, specialist of the election issues, member of the Republic Party: “It is evident usage of administrative resources. If the election HQ of any political party is placed in the building which belongs to the state institution – territorial entity, it means the party is issuing state property. I have never heard any case when a state rented out its property to a political party.”
