Mutual Understanding Memorandum on the Use of Administrative Resources

Understanding Memorandum was signed between Central Election Commission, seven non-governmental organizations and Interagency Task Force within the National Security Council.

This document presents clarification of the norms (Articles 45, 48 and 49) of the Election Code of Georgia with regard to abused of administrative resources. Those who signed the Memorandum agreed that they will act in accordance to the Memorandum clarifications during administrative and judiciary proceedings.

Document was signed by leaders of the Central Election Commission, Interagency Task Force and non-governmental organizations: Transparency International Georgia, Political technologies and Election Research Center, GYLA, International Society for Fair Elections and Democracy, Civil Society and Democracy Development Center, International Center of Civic Culture and New Generation-New Initiative.

The memorandum was drafted by permanent meetings between election administration and non-government organizations which was organized by International Foundation for Electoral Systems (IFES).

Memorandum is another guarantee for free and fair elections, because member organizations agree to use actions clarified in this document in case of administrative or judicial proceedings, to ensure equal rights for those parties who are involved in elections.

Similar understanding memorandums were also signed during the pre-election period of 2008 and 2010 about use of administrative resources.

Signing ceremony was held at the Courtyard Marriot with participation of leaders of Political Parties, IFES and signatory organizations attended.
