Human Rights Center observer observed violations in Kolagi

October 1, 2012

A representative of Human Rights Center observed violations regarding organization in polling station number 28 in Kolagi village, Gurjaani district, where on September 30 a 10-month old child tragically died.

According to observers there are 4 tables and the distance between them is 15 cm. That is a violation to the Georgian Election code, because between tables there should be free space, so that observers are able to monitor registration procedures.

Bejan Chitadze, representative of Georgian Dream, and the Human Rights Center observer asked the head of the commission to increase the distance between the tables but they got a categorical refusal.

There was an argument between the chairman of the polling station and commission member from Georgian Dream before the opening of the polling station. According to the observer from Human Rights Center Ekaterine Napekhvrishvili, the chairman of the election commission asked a commission member, Lali Nalikashvili, to participate in the transfer of the polling box, saying otherwise she would be left without duties for the rest of the time.

According to Nina Khatiskaci who is an expert on Election Procedures, the head of the commission has no right to leave any member of the commission without duties.
