Gigi Ugulava to Reinforce His and City’s Security

Tbilisi City Hall established its own security service. Mayor Gigi Ugulava has already signed resolution on Security City Service of Tbilisi City Hall, which was already published in the Legislative Herald.

According to this document, the purpose of the Tbilisi City Security Service is: to protect security in the premises of the Tbilisi City Hall, in the gardens, parks and squares of Tbilisi, administrative buildings and properties of the Tbilisi city council.

In case of necessity, the city hall security service will be required to protect personal security of the Tbilisi Mayor, chairman of the city council and other officials.

The service is also authorized to rapidly respond to the incidents or other violations in the premises of the Tbilisi City Hall or in the administrative buildings of the city hall and city council. It should also: report about security situation in the Tbilisi City Hall premises, monitor activities of the service departments, protect security of the events organized by the Tbilisi City Hall, work out training and educational programs for the security officers, collect guideline materials.

The security service of the City Hall is made up of seven departments: organizational maintenance, control division, rapid response, division for the protection of the Tbilisi City Hall premises, administration buildings, gardens, parks and squares under supervision of the Tbilisi self-governmental entity and division for the protection of the administrative building of the Tbilisi City Council.

Tbilisi City Mayor is authorized to appoint and dismiss the head of the service; the latter will be accountable and responsible before the mayor.

Jaba Samushia, oppositionist member of the Tbilisi City Council said the City Hall had established alternative structure of the MIA on the local level. He told IPN that there is a special article in the city budget which ensures security in the city and relevant funds are allocated in the MIA from that budget. MIA was in charge of the security issues.

“This service will not protect Gigi Ugulava. Special security service is protecting him,” Irakli Abesadze, head of legal service of the City Hall told journalists.

He added the new service will allow the city hall to better protect the premises and spend less money on the purpose. Abesadze said the security officers will not be allowed to carry guns.
