Limit of Family Members to Be Fixed when Counting Cleaning Tax

Limited tax might be fixed for cleaning service in the capital and its amount will be 3 lari per family member and 25 lari for one cubic meter of rubbish in case of legal entities.

MP Tinatin Khidasheli’s draft-amendments to the Law on the Capital of Georgia – Tbilisi will regulate this issue.

Besides that, when fixing the cleaning tax, the number of family members will also be considered. MP Tinatin Khidasheli told Interpresnews that in order not to damage large families because of fixed taxes according to family members’ number, they might fix upper limit for the life-stock and it might be no more than 3-4.

“I think the tax shall be estimated in accordance to the members in the family and it shall be fixed 0-3 lari per person. I am going to clarify one thing – the number of family members shall not be unlimited. Large families must not be victimized. If there are a lot of children in the family, it shall not mean that the family will have to pay 3 lari for each child. The upper limit must be three or 4. I had submitted this draft-law to the municipal board in the past and the upper limit of family members was 4 in that version,” Khidasheli clarified.

She said they had verified statistically that the offered price for cleaning service will not increase cleaning tax for citizens. According to Khidasheli’s information, more than one year has passed since the current tax was fixed and “it is proved that Tbilisi dwellers pay much more today than they used to before.”

She does not exclude that parliament members will offer an alternative version of the cleaning tax and it will be space of flat. Khidasheli thinks municipalities will have chance to choose more acceptable variant of cleaning tax for them. She also added that fixing the tax according to the accommodation space is “more unfair” because some people have inherited large flats but now face financial problems.

After the parliament considers the draft-amendments through all regulation procedures, the draft-law might be passed by March 1.
