Possible Creation of Constitutional Commission with Regard to Presidential Election Rules

January 23, 2013

There may be a constitutional commission created in connection with presidential election rules, stated Parliament Chairman Davit Usupashvili on the Rustavi 2 television broadcast “Position”.

According to Usupashvili, there is not much expectation for a referendum being held on this issue. “There is the chance of a referendum, but I don’t think it will happen. We are considering creating a constitutional commission that will not only discuss election rules, but also arrange a lot of revisions to the constitution. Fundamental alterations to the constitution will be made over the summer, the parliament will discuss them,  and we will meet in autumn with the improved constitution,” he stated.

According to Usupashvili, the presidential election rules must be established not only by coalition members, but also with active participation of political parties, nongovernmental organizations, and society as a whole.

As for the allegation that Georgian Dream wants to change the constitution for its own benefit, Usupashvili said that it was written in their election program that they prefer a parliamentary model. “We talked about this before the election. We said honestly that we wanted this, and they voted us in for that. As for the National Movement”, they started to rework the constitution around themselves as soon as they came into power”, stated Usupashvili.
