New Chairman at Gardabani Municipal Board

Gardabani municipal board has new chairman Zaza Onyani. He created fraction Georgian Dream in the municipal board after elections and claims that he had sympathy towards the coalition before elections too.

“Gardabani municipal board elected me with majority votes. The new chairman was elected because of current situation [created after the parliamentary elections]. You know that previous chairman of the municipal board wrote resignation letter. As for personnel changes, vacancy competition will be announced for each position and we will select people, who will meet the requirements. Of course we will not select people according to their party affiliations. Old personnel will also be able to participate in the competition,” said Onyani and confirmed that his candidature was discussed at the Gardabani office of the Coalition.

“I met the head of the Coalition’s Gardabani office and other people; however it does not have any connection with my appointment,” said the new chairman of the municipal board.

We learned during the conversation that Gardabani will soon have governor. Onyani said current governor has been on the position for 5 years already and he is not against resignation at all. Onyani said the new district governor will be selected through competition as well.

Gardabani district governor Zviad Epitashvili avoided conversation with us. But On December 25, he told humanrights.ge that he was not going to resign. Then, Epitashvili asked us in reply to our question: “Why should I resign?! The municipal boar has elected me and if the board dismisses me, I will obey their decision,” Epitashvili said.

There is a long queue of citizens waiting for the meeting with the new chairman of the municipal board. “Why should I participate in the competition?! I do not want to be a model; I am looking for a job,” a woman, waiting for Onyani, argued with the security officer; she was clarified that she had to participate in the competition for any vacant position in the municipal board.

The personnel of the district administration complain about bank loans which they had taken last year. “Nobody expected similar results of the elections. We believed we had stable work and took loans at banks… I do not know what will happen,” employees of Gardabani district administration say.
