Marneuli District Governor Blamed in Oppression on His Deputy

Marneuli district deputy governor Otar Chanturia complains about his intimidation and blames district governor Paata Abramishvili in the oppression. He said the governor compels him to write resignation letter and leave job voluntarily. Chanturia is not going to resign and intends to appeal to the court.

Marneuli district deputy governor in agricultural affairs claims Abramishvili demanded him to file resignation application and quit job because of changed political reality.

“As you know, Abramishvili is a member of the Georgian Dream but I have never been a member of any political party. So I refused to write application and then he started open harassment and intimidation against me. Abramishvili told me I would either write resignation application, or he would sack me and I would never have a chance to get a job. He also threatened me with prosecutor’s office, which will investigate my past activities,” Otar Chanturia said.

Chanturia said Abramishvili started oppression on him one month after he occupied the position after the parliamentary elections. The district governor has already selected his substitute – member of Irakli Alasania’s political party Nukri Jokharadze.

Paata Abrmiashvili denied the accusation and said he had never oppressed Chanturia. He said Chanturia could not perform his duties properly and Abramishvili petitioned to the chairman of the municipal board regarding the issue. He requested the board to reprimand Chanturia for poor work.

“Nobody harassed him. He cannot properly implement his duties that is very bad and it should not be hidden because district administration bears huge responsibility and its every representative shall act honorably,” Abramishvili said.

Head of Legal Service at the Marnueli district administration Nino Dekanoidze spoke about Abramishvili’s petition and said that district governor petitioned to the chairman of the municipal board Ispandiar Kerimov and clarified that in 2012 Otar Chanturia had to implement some evaluation activities under the instructions of the ministry of agriculture. According to the petition, Chanturia could not properly implement his duties and could not obtain full information from territorial entities even though the deadline was postponed; as a result the local population was victimized.

“On that ground, we had to delegate his duties to other service units of the district administration in order to complete our job. The district government still has to implement the instructions of the Agricultural Ministry with the support of its service units instead the deputy governor. Based on the aforementioned circumstances, Paata Abramishvili concluded that it would be reasonable to reprimand deputy governor in accordance to the Article 78 Part I – “a” and Article 79 Part I “b” of the Law on Public Service,” the petition reads.

Otar Chanturia does not agree with the petition and states that he properly implemented his duties.

Interim district governor Paata Abramishvili claims Otar Chanturia had not carried out evaluation activities at all.

“I asked head of economic service unit Davit Kharshiladze to make lists instead Chanturia and he did it. If Chanturia claims that he implemented his duties at high level, it is false. When you provide the list of 250 families from the village where 1500 families live, it is not well done job. Besides, it should be noted that when reporting to the Ministry of Agriculture, Chanturia requested to suspend his authority for some time and he was away from February 19 to February 28. His mother was calling me and telling Otar had high temperature and could not come to the office. In fact, as we later found out he was taking part in the competition announced by the Ministry of Agriculture,” Abramishvili said.

Otar Chanturia intends to appeal to the court because he believes Abramishvili’s petition had disregarded his professional reputation.

“According to my information, some other employees are also under oppression in the district administration. 15 attorneys of territorial entities have already left job based on their personal applications. Allegedly, they also became victims of Abramishvili’s oppression,” Chanturia said.

Nino Dekanoidze also confirmed information about 15 employees of the district administration and added that they had quitted job based on their personal decision and nobody had oppressed them.
