People Will Be Discharged from Fines for Having Illegally Constructed Buildings

People having illegally constructed buildings in the territory of Tbilisi will be free from fines. Relevant amendments will be introduced to the Code of Georgia on Product Safety and Free Flow. 

The purpose of the draft-law is to discharge persons from fines, who had illegally constructed buildings in the territory of Tbilisi and to create mechanism which will allow exploiting the buildings constructed through violation of the legal terms and agreed projects; it will create precondition to register unfinished constructions in the Civil Registration Agency.

Simultaneously, the draft law will stimulate voluntary eradication of mistakes made in the activities of the building companies through discharging them from fines.

The draft-law will establish temporary 6-month mechanism of discharging builders of completed or under-construction buildings from sanctions, whose permission on construction was expired and construction was conducted through violation of the permission conditions of the relevant agency.

Besides that, those subjects, who were fined for the violation construction regulations before the law was put in force, and has not paid or has partly paid the fine by this moment, will have their fines annulled and act will be issued on accepting the under-construction buildings in exploitation. 

Bureau has already registered the draft-law for the plenary session.
