Special Statement Released for Every Employee of the Ministry of Finance

Based on the decision of the Minister of Finance of Georgia Nodar Khaduri, a special statement was issued for every employee of the Ministry to follow requirements of the Election Code during pre-election campaign.

The appeal statement lists all responsibilities and obligations, which public servants have during pre-election period in accordance to the law. 

According to the statement, public servants of the Ministry of Finance shall not participate in the pre-election campaign during working hours or/and when they implement professional duties.

Heads of structural sub-units (departments, services, bureaus) of the Ministry are forbidden to be members of the precinct election commissions.

From the day of calling of elections until the sum up of the election results giving funds, gifts and other material possessions (irrespective of their value) to the citizens of Georgia by the election subject, candidates and their representatives personally or through other persons, selling goods to them at a preferential price, distributing or disseminating any goods free of charge, also motivating Georgian citizens by promising to give funds, securities and rendering other material possessions (regardless of their value) are prohibited.

Also, utilization of personal funds and/or election subject funds, perform by physical or legal persons such work or provide such services (except for performance of work or provision of services as defined under the Georgian Law on State Procurement), which according to the Georgian legislation falls within the competence of Georgian state and/or local self-government bodies are prohibited. 

Public officials shall not participate in the pre-election campaign in favor of or against any political party, election subject candidate, election subject and to use administrative resources during the campaign.

60 days before the Election Day and on the Election Day too, implementation of such projects not being previously envisaged in the state/local budget, as well as increase of those budgetary programs stipulated by the budget prior to the elections, initiation of unplanned transfers or boosting of planned transfers in the local budget, shall be prohibited.

“Government’s priority – to hold presidential election campaign in free and fair environment is significant for the Ministry of Finance of Georgia as an executive government body and is ready to fully meet requirements of the election, law,” the statement of the Ministry reads.
